Since1999, newborn babies have had their hearing screened, in the nursery at the hospital, before they were discharged. The reason this was done is because half of deaf children are born to parents with good hearing. The technology called otoacoustic emissions allows hearing to be screened shortly after birth and referrals can now be made in the first months of life.

Before EDHI the average age of identification was 3 years and since then it is now 3 months.

Prior to 1999 we had to wait until babies began to develop speech and missed developmental milestones before hearing loss was detected by parents. Then we had to depend on pediatricians to make the appropriate referrals to an audiologist as soon as possible. That delay of months or years could never sufficiently be recovered. The results are delays in language development, education delays and reduce prospects for the future. In the end this cost so much more for society, as do most of the cuts we are experiencing.

We live in very sad times. What is the value in going backwards? In the long run these children cost more money in taxes if they are under educated and under employed, let alone the amazing fact that we have the technology now to treat them.

On April 1, President Trump’s administration eliminated the entire branch of the Early Hearing Detection and Intervention (EHDI) program that works with states to analyze data to help communities follow up with families in order to ensure that babies born d/Deaf or hard of hearing get support as early as possible.

EHDI is run partially out of the U.S. Centers for Disease Control and Prevention (CDC) and partially out of the Health Resources and Services Administration (HRSA). It helps states coordinate newborn hearing screenings and respond to infants who fail their hearing tests. It falls under the CDC’s Disability and Health Promotion branch.

This entire branch was eliminated in the April 1 cutbacks at CDC that slashed about 2,400 employees. EHDI had eight full-time workers and one fellow; all but one of the positions were eliminated.

The American Academy of Audiology is sending a letter in opposition to the program’s elimination to Chairman Brett Guthrie (R-KY) and Ranking Member Frank Pallone (D-NJ) of the Energy and Commerce Committee. The letter also requests that the funding Congress has previously allocated be given to EHDI programs.

PLEASE consider that it took 10+ years to get this program running. Consider the benefit to all children born, and their parents, of identifying hearing impairment as soon as possible. It's good for them and for the rest of society as it ultimately reduces taxes when people are employed and able to be full-functioning members of society. This is the benefit of early hearing loss identification and thus early treatment.

Write to these members of our federal delegation and tell them to support EHDI, please.
