Lake Health District Recognized with 2025 Performance Leadership Award
by The Chartis Center for Rural Health
Lakeview, OREGON – As part of National Rural Health Day, Lake District Hospital announced today it has earned a 2025 Performance Leadership Award for excellence in Patient Perspective. Compiled by The Chartis Center for Rural Health, the Performance Leadership Awards program recognizes top quartile performance (i.e., 75th percentile or above) among rural hospitals in Quality, Outcomes, and/or Patient Perspective.

The Performance Leadership Awards program is based on the results of the Chartis Rural Hospital Performance INDEX®, a comprehensive and objective framework for assessing how rural hospitals are performing. INDEX benchmarks are relied upon by rural hospitals, health systems with rural footprints, hospital associations, and state offices of rural health to measure performance across multiple areas impacting hospital operations and finance.

Meet Kyle Byers – Lake Health’s New COO
Kyle Byers has been connected to Lakeview since 1991, splitting his time between here and the Oregon coast before making Lakeview his permanent home in 2013. He started at Lake Health that same year after graduating with a bachelor’s degree in Radiologic Science from the Oregon Institute of Technology. In 2015, he became the Imaging Director and later advanced his education in 2018 with a certification in imaging administration.
Now stepping into the role of Chief Operating Officer at Lake Health, Kyle is excited and honored to help lead the organization. He is passionate about promoting a positive workplace culture and ensuring that Lake Health continues to be a place where patients want to come and employees are proud to work.
Outside of healthcare, Kyle owns and operates a small excavation company and plays an active role in managing the family ranch. He is married to Baili, a longtime Lakeview resident, and together they are raising their lively 3-year-old daughter, June.
Kyle is an avid mechanic, welder, and classic car restorer. When he’s not in the shop or on heavy machinery, he enjoys hunting, fishing, and spending time outdoors—activities that align with his appreciation for hard work, a rural lifestyle, and the values shared by the Lakeview community.

Jaci Mastrandrea, FNP
Family Nurse Practitioner
Jaci Mastrandrea is a certified Family Nurse Practitioner with over 17 years of experience in the medical field. She is committed to providing comprehensive, compassionate care to patients across the lifespan — from infants to older adults. While her background includes a strong passion for oncology, she has expanded her practice in recent years to focus on family medicine and primary care.
Jaci holds a bachelor’s degree in nutrition and Sports Science from Oregon State University, followed by a Nursing degree from the University of Arizona. She earned her Master of Science in Nursing and Family Nurse Practitioner certification from Simmons University. Throughout her career, she has been involved in clinical research, including work conducted at UCLA, and has presented at numerous medical conferences nationwide, as well as internationally in France.
Born in Pendleton, Oregon, Jaci has deep roots in the Lakeview area. Her grandparents owned a ranch on the Westside, which remains in her family today. These longstanding ties to the community played a significant role in her decision to return and serve the region. She considers Lakeview her hometown and values the opportunity to connect with patients who share stories of her family's local legacy. Her family refers to Lake County as “The Center of the Universe”.
Outside of clinical practice, Jaci enjoys a wide range of outdoor activities, including hiking, skiing, golfing, and fishing. She is an avid traveler, an enthusiastic supporter of Oregon State University football, and a proud aunt. She also shares her home with her spirited cocker spaniel, “Maniac Mo,” her cat, Charlie, and a few barn owls considered as pets named Cranky, Sweety, and Salty.
Jaci’s approach to patient care is rooted in empathy, open communication, and a commitment to building lasting relationships with her patients. She believes rural healthcare plays a vital role in community well-being and is honored to contribute to that mission in Lakeview.

For two decades, Heather Phillips has been a cornerstone of the Lake Health District Emergency Department. Known for her calm presence in the midst of chaos, Heather brings steadiness, skill, and unwavering reliability to every shift. Her experience and commitment make her a pivotal member of the ER team, someone both patients and colleagues trust without hesitation. Today, we proudly celebrate Heather’s 20 years of dedicated service and the immeasurable impact she has made on our hospital and community.
