The Center is a 501 (c) (3) private, non-profit corporation with a governing board of 15 directors whose responsibility is to oversee the overall operations of the Center. The Center serves all residents in the Texas counties of Webb, Zapata, and Jim Hogg.

Gateway Community Health Center Celebrates Dr. Daniel Cabrera’s Doctoral Achievement
Gateway Community Health Center proudly congratulates Dr. Daniel Cabrera III, DNP, MBA, RN, on his outstanding academic accomplishment in earning his Doctor of Nursing Practice (DNP) degree with a concentration in Executive Leadership from Texas Tech University Health Sciences Center.
Dr. Cabrera’s achievement marks the culmination of years of dedication, leadership, and a lifelong commitment to improving patient care. With over 23 years of healthcare leadership experience spanning acute care hospitals, hospice and home healthcare, and federally qualified health center (FQHC) settings, Dr. Cabrera has been a cornerstone of excellence within Gateway and throughout the Laredo healthcare community.
Currently serving as Gateway’s Chief Operating Officer, Dr. Cabrera oversees the clinical care of more than 33,000 unique patients across Webb, Zapata, and Jim Hogg counties, ensuring the highest quality of care across primary medical, dental, behavioral health, nutrition, and women’s services. His leadership has helped Gateway grow its footprint and capabilities, from enhancing clinical protocols to ensuring compliance with the highest regulatory standards such as Joint Commission, PCMH, and HRSA requirements.
Earning his DNP further strengthens Dr. Cabrera’s ability to lead Gateway into the future of healthcare innovation. This advanced degree not only recognizes his clinical expertise but also amplifies his strategic vision for expanding access, improving outcomes, and developing high-performance teams that serve the diverse needs of our community.
In addition to his DNP, Dr. Cabrera holds a Master of Business Administration (MBA) and Bachelor of Science in Nursing (BSN), both from Texas A&M International University. Beyond Gateway, he remains actively involved in professional organizations, including the Texas Association of Community Health Centers (TACHC), Sigma Theta Tau International Honor Society, Phi Kappa Phi Honor Society, and several local advisory committees dedicated to advancing nursing and allied health education in South Texas.

Gateway Community Health Center is proud to announce the appointment of Antonio “Tony” S. Arce Jr. as the new Chairman of the Board of Directors. Arce, who brings over four decades of leadership and community service, succeeds longtime board chairman Lauro A. Garcia after 40 years of dedicated service to the organization.
Arce retired from American Electric Power (AEP) in 2024, where he served as External Affairs Manager and oversaw strategic engagement, public policy, and community relations in the South Texas region. His extensive experience includes service on various nonprofit boards and civic organizations, making him a respected and well-known advocate for health, education, and economic development across the region.
“We are honored to welcome Tony Arce as our new Board Chairman,” said Elmo Lopez Jr., CEO of Gateway Community Health Center. “Tony is a visionary leader with a proven commitment to our community. His decades of experience in public affairs, strategic planning, and board governance will be invaluable as we continue to expand our services and improve access to care across our tri-county area.”
Lopez also extended deep gratitude to outgoing Chairman Lauro A. Garcia: “Lauro’s leadership has been instrumental in shaping Gateway’s success and expanding our footprint across Webb, Zapata, and Jim Hogg Counties. We thank him for his unwavering commitment to our mission and the countless lives touched during his tenure.”
As Chairman, Arce will help guide Gateway through a period of continued growth, including the expansion of its Lauro A. Garcia North Clinic, construction of a new pediatric clinic, and the upcoming launch of the Barbara Fasken Healthcare Clinic on Mines Road.
“It’s a privilege to serve as Chairman of the Board for an organization that means so much to our region,” said Arce. “Gateway has always been at the forefront of providing compassionate, quality healthcare regardless of a patient’s insurance status. I’m proud to support its mission and look forward to working alongside my fellow board members and the executive team to drive meaningful progress in community health.”
