Puerto Rico was devastated by President Bill Clinton in 1996 because he sign into law the removal of IRS Section 936. That racist move is what caused the exit of subsidiaries of U.S. firms operating in Puerto Rico that paid no federal taxes on their Puerto Rico profits, even if those profits were returned to the United States (i.e., to the parent company in the states). Clinton also placed Puerto Rico equivalent to other foreign countries in his version of NAFTA.
