We are thrilled to announce that Dr. Thomas M. Smith, DNP, RN, NEA-BC has joined Horizon Health as the Senior Vice President of Clinical Practice.

With over 40 years of experience in nursing, management, and healthcare operations; Dr. Smith obtained his BSN from WV Wesleyan College, MA from WV University, and his DNP from American Sentinel University with honors, where he received the Deans Award for academic excellence. He also holds graduate certificates in patient safety and management from Virginia Commonwealth University. He was elected to serve on the ANA-ANCC credentialing board, and the Kaplan Advisory Board and has held senior level positions with CMS, HCA Healthcare, and Community Health Systems prior to joining UHS, Inc. as the Corporate Divisional Director of Nursing.

Anne M. Kennedy, SPHR, Group Human Resources Director and Oscar Hernandez, Senior Recruiter of Horizon Health had an incredibly successful meeting with the leadership team at Altru Health System Behavioral Health in Grand Forks, ND! They had the opportunity to tour their inpatient adolescent and adult behavioral health units and discuss Altru’s upcoming expansion of their 48-bed unit scheduled to open in 2026.

Anne and Oscar spent time collaborating and strategizing with the Altru team over the development of recruitment strategies and are excited for this partnership that will help build a pipeline for growth in anticipation of their 48-bed unit.

Anne and Oscar will be at the North Dakota Nurses Association (NDNA) Annual Meeting and Fall Conference at the North Dakota Heritage Center & State Museum today conducting interviews on site from 9 am – 5pm.
