Millions of people with disabilities rely on Medicaid home and community-based services (HCBS) to live in their homes and be part of their communities. These services help pay for direct support professionals, daily care, and the support people need to live healthy lives in their own communities.

But after the biggest Medicaid cuts in history last year, many states are now struggling to make up for lost funding, which could mean longer waiting lists and less access to these critical services. And now, Congress is considering more cuts!

Technology is essential for everyday life, yet access gaps persist. Only about 64% of people with disabilities use the internet, compared with more than 83% of people without disabilities. Expanding digital skills can help open doors to connection and opportunity.

AT&T, The Arc, and The Arc San Francisco have partnered to offer free digital skills training designed specifically for people with intellectual and developmental disabilities. The training uses plain language and practical instruction to support different learning styles and access needs.

ABLE/STABLE Accounts
After the Stephen Beck, Jr., Achieving a Better Life Experience (ABLE) Act was passed by Congress in December of 2014, people with eligible disabilities could finally save for their everyday needs, invest in tax-free accounts, and prepare for the future without losing their state or federal benefits. A STABLE account (State Treasury ABLE Account) is an investment account available to eligible individuals living with disabilities. STABLE accounts allow people to save and invest money without losing eligibility for certain public benefits programs, like Medicaid or Supplemental Security Income (SSI). Earnings in a STABLE account are not subject to federal income tax, as long as they are spent on qualified disability expenses. Kentucky has partnered with STABLE Account, a national ABLE plan, to make STABLE accounts available to residents of Kentucky.
“My name is Jordyn Pennington, and I serve as the Director of STABLE Kentucky as well as the Deputy Communications Director under Treasurer Mark H. Metcalf. I am a Rockcastle County native with a strong commitment to public service and increasing access to financial tools across the Commonwealth. STABLE Kentucky is a state-administered ABLE savings program that helps individuals with disabilities and their families save and invest money without jeopardizing important benefits such as SSI and Medicaid. In my role, I focus on education, outreach, and awareness to help Kentuckians use STABLE accounts as a tool for greater financial independence and long-term planning.”

All are welcome to our important monthly meetings with knowledgeable speakers and all in-person and online information, but members are eligible to apply for scholarships for autism-related workshops and conferences provided by ASBG or other groups. “In this political climate, and with the Department of Education in such upheaval, it’s not in our kids’ best interest to start debating IDEA right now,” said Denise Marshall, CEO of the Council of Parent Attorneys and Advocates, or COPAA, a nonprofit that advocates for the rights of students with disabilities and their families. “One amendment for a narrow bill such as the dyslexia one can turn into many amendments if the bill reaches the floor. Our focus is on implementation of the law and educating our kids.”

Federal lawmakers are considering taking up legislation that would amend IDEA, a move that advocates fear could open the door to broader changes amid an already tumultuous time for special education.
