If you are a Blue Cross Blue Shield (BCBS) subscriber you may have recently received a letter such as the one posted below. We would like to clarify what is really happening. Dr. Flores has not lost his license as some rumors have suggested and he has not been guilty of any fraud as the letter loosely suggests.
Back in 2015, the Kansas Board of Healing Arts officially submitted a consent order restricting Dr. Flores from performing newborn circumcisions. This was after Dr. Flores had already voluntarily surrendered his privileges to perform newborn circumcisions after an adverse outcome. Due to this consent order his license is officially listed as “Active-but Limited”. That is the ONLY limitation. He is allowed to perform all other procedures and services that an OB/GYN can perform. In many facilities in big cities the pediatricians are the ones that usually perform newborn circumcisions.
BCBS was okay with this designation for the last 10 years and did not cancel his contract as a provider. Recently, BCBS changed their policy that a provider must have a FULL Active License with NO RESTRICTIONS in order to be a contracted provider. Dr. Flores is actively working with the Kansas Board of Healing Arts to complete whatever training and supervision is necessary to have the restriction on his license lifted. Once the restriction has been lifted, Dr. Flores will be able to reapply to be a contracted provider with BCBS again.
If you have received this letter and will be delivering within 90 days from 11/25 or was scheduled to have non-elective surgery, BCBS will still cover your care as long as you “opt in” and submit the form back to BCBS.
