𝗝𝘂𝗹𝘆 𝟴, 𝟮𝟬𝟮𝟱 𝗟𝗶𝗯𝗲𝗿𝘁𝘆 𝗖𝗶𝘁𝘆 𝗖𝗼𝘂𝗻𝗰𝗶𝗹 𝗠𝗲𝗲𝘁𝗶𝗻𝗴 𝗥𝗲𝗰𝗮𝗽
Last night’s meeting was full of important updates, thoughtful discussions, and significant action items that reflect both current needs and future planning for our community. Here are the highlights:
𝗠𝗼𝗺𝗲𝗻𝘁 𝗼𝗳 𝗦𝗶𝗹𝗲𝗻𝗰𝗲 𝗳𝗼𝗿 𝘁𝗵𝗲 𝗕𝘂𝗿𝗴𝗲𝘀𝘀 𝗙𝗮𝗺𝗶𝗹𝘆
Mayor Hebert began our meeting with a somber statement and moment of silence for the Burgess family and others lost in the tragic Central Texas floods. The statement read:
"𝘛𝘰𝘥𝘢𝘺, 𝘰𝘶𝘳 𝘩𝘦𝘢𝘳𝘵𝘴 𝘢𝘳𝘦 𝘩𝘦𝘢𝘷𝘺 𝘢𝘴 𝘸𝘦 𝘳𝘦𝘮𝘦𝘮𝘣𝘦𝘳 𝘵𝘩𝘦 𝘓𝘪𝘣𝘦𝘳𝘵𝘺 𝘧𝘢𝘮𝘪𝘭𝘺, 𝘑𝘰𝘩𝘯 𝘢𝘯𝘥 𝘑𝘶𝘭𝘪𝘢 𝘉𝘶𝘳𝘨𝘦𝘴𝘴 𝘢𝘯𝘥 𝘵𝘩𝘦𝘪𝘳 𝘤𝘩𝘪𝘭𝘥𝘳𝘦𝘯. Residents raised thoughtful suggestions, including requests for:
• A public pool in Liberty
• Recruitment efforts to bring Aldi to town
• Sidewalk improvements along North Main
𝗡𝗲𝘄 𝗦𝘁𝗮𝗳𝗳 𝗜𝗻𝘁𝗿𝗼𝗱𝘂𝗰𝘁𝗶𝗼𝗻
We welcomed Ray Theriot, our new Building Official. Ray brings 26 years of experience from the City of Houston and has hit the ground running. We’re glad to have him aboard.
𝗜𝗻𝗳𝗿𝗮𝘀𝘁𝗿𝘂𝗰𝘁𝘂𝗿𝗲 & 𝗨𝘁𝗶𝗹𝗶𝘁𝗶𝗲𝘀 𝗨𝗽𝗱𝗮𝘁𝗲
City staff reported on:
• Electric system upgrades (recloser installation) now underway
• Forest Hills water line project ahead of schedule
• Five lift stations and wastewater components needing urgent repair ($462K estimated)
• Progress at the new northside water well location
𝗣𝗮𝗿𝗸𝘀 𝗠𝗮𝘀𝘁𝗲𝗿 𝗣𝗹𝗮𝗻 𝗨𝗻𝗮𝗻𝗶𝗺𝗼𝘂𝘀𝗹𝘆 𝗔𝗽𝗽𝗿𝗼𝘃𝗲𝗱
Council adopted a detailed master plan following community input from over 800 survey responses. Focus areas include improving Liberty Municipal Park, neighborhood park upgrades, expanded playgrounds, better lighting, trails, restrooms, and shaded seating.
𝗣𝗿𝗼𝗽𝗲𝗿𝘁𝘆 𝗛𝗲𝗮𝗿𝗶𝗻𝗴𝘀 & 𝗔𝗰𝘁𝗶𝗼𝗻𝘀
• 209 Chesson – Declared unsafe; demolition ordered within 30 days
• 722 Maryland – An initial motion to demolish failed (4–3). Council then voted to table the matter until September, allowing time for the possible new owner to:
– Show legal proof of ownership
– Allow city staff to inspect the structure
– Begin meaningful rehabilitation
𝗣𝗼𝘄𝗲𝗿 𝗜𝗻𝗱𝘂𝘀𝘁𝗿𝘆 𝗨𝗽𝗱𝗮𝘁𝗲 𝗳𝗿𝗼𝗺 𝗦𝗥𝗠𝗣𝗔
Bruce Mintz of the Sam Rayburn Municipal Power Agency shared:
• SRMPA has served Liberty, Jasper, and Livingston since the 1970s
• Liberty benefits from a fixed-rate power contract
• SRMPA's energy supplier will phase out coal power by 2030
• High-load demands from data centers and a change in energy supply are effecting market prices and placing pressure on future grid planning

✅ Approved an ordinance to require deposits for airport hangar leases
✅ $25K in LCDC funds approved for the Lights of Liberty Christmas parade
✅ Approved expenditure of funds by LCDC who contracted with Placer.AI to enhance economic development with visitor data
✅ Approved agreement with LISD to expand school resource officers from 2 to 4
✅ Approved a two-year extension of the city’s disaster debris removal contract
✅ Approved a contract with HR Green for a drainage feasibility study in a few areas of town
✅ Approved an greement with Roadway Asset Services for pavement condition assessments
