National Federation of the Blind Denounces Devastating Job Cuts Within the Office of Special Education and Rehabilitative Services
Multiple news outlets report that most federal employees within the Office of Special Education and Rehabilitative Services (OSERS) received Reduction in Force (RIF) notices on Friday, October 10. The RIF is scheduled to take effect on December 9, 2025.

If not reversed, this action will severely undermine the Department of Education’s ability to carry out its legal responsibilities under the Individuals with Disabilities Education Act (IDEA), the Rehabilitation Act of 1973, and the Randolph-Sheppard Act. These laws ensure that blind children receive Braille and other essential educational services, that blind adults receive the training necessary for competitive employment, and that blind entrepreneurs have opportunities to operate businesses on federal properties.

While the National Federation of the Blind—the nation’s transformative advocacy and membership organization of blind people—has been breaking down barriers in education and employment, this action by the Department of Education threatens to rebuild those very barriers by eliminating the positions responsible for enforcing crucial disability rights laws.

The consequences will be devastating—fewer blind students learning Braille and accessible technology, fewer blind adults receiving mobility and employment training, and fewer business opportunities for blind entrepreneurs. Furthermore, loss of institutional knowledge will be a significant disadvantage to the commitments our nation has made to these programs and citizens with disabilities. These cuts will set back decades of progress toward equality and independence for blind Americans.

In a letter to Secretary of Education McMahon dated March 25, 2025, we sounded multiple alarms about how cuts made to Department of Education programs would have a devastating impact on blind Americans. This latest action by the Department only deepens the concerns we put forth in that letter. The National Federation of the Blind calls upon the Department of Education to immediately rescind this reduction in force.

National Federation of the Blind of Colorado announces prominent blindness education and public policy expert Anil Lewis to speak at statewide convention.

Long-time director of the National Federation of the Blind Jernigan Research and Training Center. Anil Lewis is known for his ability to connect with blind, low vision, and non-blind audiences wherever he speaks. For more than 25 years, Mr. Lewis has been regarded as a true thought leader and champion for the rights of blind Americans. He is known for his wit and wisdom. According to Jessica Beecham, President National Federation of the Blind of Colorado, “we always have incredible presenters at our National Federation of the Blind of Colorado annual state convention. This year, we are extremely honored to feature a man of extraordinary capacity. People always come away feeling touched and invigorated by Mr. Lewis’s humor and humanity. I serve on our National Board of Directors, and I feel honored to work with my friend Anil on a regular basis.” Anil will be providing convention attendees a report detailing the programs, perspectives, struggles, and successes of the organized blind movement on Saturday morning.
On Saturday evening, Anil will deliver they keynote address at the annual banquet. “Members and guests always come away from Anil’s banquet remarks feeling inspired and joyful. I’ve heard this man speak many times. I’m always filled with the laughter and motivation I get when I listen to Anil’s perspectives on blindness and his personal story,” Said Julie Deden, executive director, Colorado Center for the Blind.
Anil Lewis was born in 1964 in Atlanta, Georgia. He is the third of four children. Both his older brother and older sister became legally blind at an early age from retinitis pigmentosa. Lewis was originally labeled educably mentally re****ed but eventually became the first member of his family to graduate from college.
Currently employed as the executive director for Blindness Initiatives for the National Federation of the Blind, located in Baltimore, Maryland, he coordinates outreach, marketing, and fundraising activities for a national nonprofit organization. He leads a dynamic team of individuals responsible for the creation, development, implementation, and replication of innovative projects and programs throughout a nationwide network of affiliates that work to positively affect the education, employment, and quality of life of all blind people.
As the director of Advocacy and Policy for the NFB, Lewis was responsible for a variety of public policy and strategic programs. Most notably, he was the legislative lead of the NFB’s efforts to repeal Section 14(c) of the Fair Labor Standards Act, an obsolete provision that allows employers to pay workers with disabilities less than the federal minimum wage. As the director of Strategic Communications for the NFB, Lewis coordinated the public relations campaign for the NFB’s Blind Driver Challenge™, an innovative research project to develop nonvisual access technology that made it possible for a blind person to safely and independently operate an automobile.
The convention activities at the Westin Westminster Hotel begin on Thursday afternoon, October 30, and conclude following the Sunday morning organizational business meeting. Throughout the weekend, there will be a number of social activities, breakout discussion sessions, and webinars. This year's convention will feature a number of program items highlighting the blind in the recording industry, production, songwriting, promotion, and marketing in the area of performing arts. The 71st Annual State Convention will kick off Thursday October 30 in Westminster, Colorado with a variety of seminars and socializing. The programming will continue all weekend long with exhibitors, informative and inspiring presentations during general sessions, additional breakout seminars including meetings of our several special interest divisions, interactive and exciting social events, and much more! Join the largest gathering of blind people in Colorado to make a difference in the lives of the blind across the state!

For those not attending this event in-person, you will find Friday Resolutions and General Session, Saturday General Session, and Banquet as well as the Sunday Business Session via Zoom. The main sessions for exhibitors will be on Friday, October 31 with other opportunities sprinkled throughout the weekend.

We may be doing a Dining Around Westminster Thursday night. Stay tuned for further information.

We want to invite you to join us for the first meeting of the year for this beloved Colorado division – make your voice and opinions known for what you would like to see this division do in the future. Colorado’s Sports and Recreation division has always been a place not just for our blind community to learn and experience all kinds of activities from yoga to hockey to nutrition, but also a place to have fun with your friends and expand the community’s perspective on what blind people are capable of in an area where we are still underrepresented. In the past, we have led fun seminars allowing people to try different activities including tandem cycling and soccer, led walks down the Platte River with fun food and drinks after, coordinated mindfulness and meditation seminars, and set-up visits to Nuggets and Avalanche games.

Whether you are a fan of team sports, love to run and walk, are trying to cultivate a more mindful lifestyle, or love beating all of your friends at cards or board games whenever you get the chance, there is something for you in the Colorado Sports and Recreation division! We can’t wait to see you on September 18, 2025 at 6PM. The meeting will be held on Zoom and the information is below.
