City of Logan Secures $1.2 Million in Congressional Funding to Support Nation’s First Rural General Surgery Residency Housing Program
Logan, WV — The City of Logan is proud to announce the revival and award of $1.2 million in Congressionally Directed Spending (CDS) funding through the U.S. Department of Housing and Urban Development (HUD) to support the Marshall University Rural General Surgery Residency Program—the first program of its kind in the nation.
The funding was secured as part of the FY26 appropriations bills, proudly supported by U.S. Senator Shelley Moore Capito, which provide fiscally responsible investments in infrastructure, law enforcement, biomedical research, energy independence, and national security, while also strengthening rural communities across West Virginia.
“This investment through the U.S. Department of Housing and Urban Development will help ensure that rural West Virginia communities have access to the highest quality surgical care they deserve,” Senator Capito said. “I was proud to secure this Congressionally Directed Spending for the City of Logan because strengthening rural healthcare infrastructure is critical to our state’s future.”
Through this investment, the City of Logan, in partnership with Marshall University School of Medicine and Logan Regional Medical Center, will move forward with the development of the Logan Medical Education Housing Complex—a one-of-a-kind mixed-use facility designed to provide housing and support space for surgical residents training and serving in rural Appalachia.
This project addresses one of the most critical challenges facing rural healthcare: recruiting, training, and retaining medical professionals in underserved areas. By allowing residents to live where they train and practice, the program strengthens long-term physician retention and improves access to quality healthcare across Logan and surrounding rural, critical access counties.

Through her support, those trained in the Rural General Surgery Residency program and due to the partnership between Marshall University School of Medicine and Logan Regional Medical Center will be able to live where they practice. This ensures program stability and benefits rural health in not just Logan but in all the rural, critical access areas in the surrounding counties they’ll ultimately serve. This funding enables us and the program partners to construct a one-of-a-kind mixed-use space in the Logan Medical Education Housing Complex that will leave a legacy in our area for years to come.”
City officials emphasized that this investment represents not only a win for Logan, but a model for rural communities nationwide seeking sustainable solutions to healthcare access and workforce development.
Additional details regarding construction timelines and project implementation will be announced as the City and its partners coordinate with the administering federal agency.
