When he’s not serving on the City Council or working at Lowell District Court, you’ll often find him coaching youth sports and cheering on the next generation.

Rourke, City Council representative for District 1 (Pawtucketville) and former Mayor of Lowell (2024–2025), is our 2026 “Fore” Hope and Recovery Golf Tournament Honoree. His long-standing commitment to public service, public safety, and the well-being of Lowell residents reflects the values at the heart of our mission.

In addition to his work on the Lowell City Council and as Assistant Chief Probation Officer at Lowell District Court, Councilor Rourke is a lifelong Lowell resident, devoted husband and father, and dedicated youth coach who invests deeply in this community. We are honored to celebrate his leadership and partnership in supporting young women on their path to recovery.
