Police Respond to Alarming Number of Overdoses

PORTLAND, Maine – The Portland Police Department has seen an increase in drug overdoses, with eight since 8:00 p.m. on April 10, 2025, including two fatalities. Year-to-date, Portland has seen 129 overdoses, with six of them fatal, compared to 167 a year ago with six fatalities through the same time period.

The Police Department and Portland Public Health urge residents to be aware of easy access to Narcan and other harm reduction strategies:

* Narcan is available at pharmacies without a prescription.
* The Portland Public Health Division offers no-cost Narcan as well as Overdose Recognition & Response training. For more info, or to schedule a training and/or obtain Narcan, please contact Ellyse Fredericks, Portland Public Health’s Harm Reduction Services Program Coordinator at (207) 482-5121, or efredericks@portlandmaine.gov.
* If you encounter an overdose, please call 911 and stay with the person until first responders arrive.
* If you are trained, and feel comfortable administering CPR or Naloxone, please know that Maine’s Good Samaritan law protects both the caller and the victim.

We’d like you to meet Rob Boyd, our Food Pantry Coordinator. Rob started this position last October after the former coordinator, Mike Ouellette, left.

Rob has an inspiring story. He has been a resident of our homeless shelter, and he has also successfully completed a six-month stay at Layman Way Recovery Center, our residential treatment center for substance abuse.

Rob first came to the shelter in 2018. “I had been battling my alcoholism for years, and after my mother passed away I dove deep into the bottle,” he says. He lost his housing, as a result. Upon the advice of a friend who had once been a resident at YCSP, he came to the shelter. He entered a work training program but was still struggling with addiction. As a result, in 2020 he was admitted to Layman Way.

After graduating from the program, in 2021 Rob started working again at YCSP. His primary job was that of lead cook in the dining hall, plus he picked up some residential technician shifts. He also worked in the bakery as needed.

Today he is busy overseeing the largest food pantry in York County. He is grateful to be where he is in his life.

“I have always enjoyed giving back to the program that helped to better my life,” he says. “It’s also very rewarding helping the community, especially in an ever-expensive world.”

We’re proud of you, Rob! Congratulations on all you have achieved!

🚨 Maine’s Emergency Shelters Are in Crisis – Take Action Today! 🚨

Milestone’s Low-Barrier Shelter—and shelters across Maine—are at risk. Every night, Maine’s 41 emergency shelters are full, struggling to meet the overwhelming need with inadequate state funding. Right now, the state’s Shelter Operating Subsidy only provides $7 per night per bed, despite the actual cost being $102 per night.

LD 698: An Act to Sustain Emergency Homeless Shelters in Maine would increase this funding to $18 per night per bed, a critical step toward keeping shelters open and ensuring people in Maine have a safe place to stay.

🔹 What You Can Do 🔹
On Tuesday, March 18, at 1:00 PM, the Maine Legislature’s Housing & Economic Development Committee will consider LD 698. We need your voice! You can submit written testimony or provide testimony over Zoom to show your support.

How to Submit Testimony:
✅ Click the link below.
✅ Select "Public Hearing" as the hearing type.
✅ Choose "Housing and Economic Development" as the committee.
✅ Select March 18, 2025, at 1:00 PM as the date.
✅ Choose "LD 698: An Act to Sustain Emergency Homeless Shelters in Maine" as the bill.
✅ Copy and paste the provided script or write your own message of support.

➡ Submit Your Testimony for LD 698 at https://www.mainelegislature.org/testimony/

Your voice can help ensure Maine’s emergency shelters get the funding they desperately need. Let’s take action to keep people sheltered and safe.
