This post has to do with the recent attempted legislation aimed at regulating reiki in Massachusetts. Yes, this is yet another lengthy post but please, please, please keep reading and don’t ignore. We’re almost there.

Two new bills have been introduced in the state legislature. These bills represent positive steps for reiki in Massachusetts. If at all possible, please read below and please take the action that works best for you.

Unfortunately, I won’t be able to attend the in-person hearing in order to provide oral testimony, nor will I be able to provide online testimony, but I do plan to email my written testimony. If you already sent testimony against those earlier bills, perhaps you can tweak that testimony a bit to instead express support for these two new bills. I know I’m asking a lot, but, hopefully, this will be the end of it.

“Great news! A public hearing for the Massachusetts Safe Harbor Practitioner Exemption bill H.2504/S.1481 An Act providing for consumer access to and the right to practice complementary and alternative health care services has been scheduled for:

July 14, 2025

If you are a complementary or alternative health care practitioner in the state of Massachusetts or you are a consumer who uses complementary or alternative health care to get and stay well, your testimony is needed!

Safe harbor laws protect complementary and alternative health care practitioners such as herbalists, homeopaths, traditional naturopaths, Ayurveda practitioners, energy healers, and many others who are not licensed by the state as well as access for the public to these healers.

This is a hybrid hearing – you can testify in person or virtually. You can also submit written testimony. We highly recommend testifying in person if you can!

You must Pre-register by 2pm on Friday, July 11th if you wish to testify in-person* or virtually during the hearing.

*Individuals who miss the deadline to pre-register for testimony may appear on the day of the hearing and sign-up to speak in person on forms provided by committee staff outside of the hearing room. Time permitting, when all pre-registered individuals have been called to testify, the Chairs will then call any individuals who signed-up on the day of the hearing.

You may testify yourself or as part of a panel. Individuals testifying are limited to 3 minutes and panels are given a total of 6 minutes.

Example:

I want to voice my strong support for H.2504 and S.1471, as a law will protect existing holistic practitioners in Massachusetts and encourage new healers to set up practices.

I’ve personally benefited from seeing a variety of holistic and energy medicine practitioners over the past 20 years for things like headaches, joint pain, insomnia, and hormonal issues. I’m so grateful to have access to these kinds of options when I need them. As stress levels rise and more people struggle with chronic health issues, every state should want to make it easier—not harder—for residents to access complementary or alternative care. That’s why laws to protect these practitioners are so important.

⚖️ REIKI REGULATION UPDATE: VERMONT & MASSACHUSETTS

Reiki is a spiritual practice not a medical treatment or bodywork technique. Yet both Vermont and Massachusetts are exploring laws that could deeply impact how Reiki is practiced and shared.

🟩 VERMONT – WHAT’S ALREADY IN PLACE

Since April 1, 2021, Vermont requires:

• Basic registration with the Office of Professional Regulation (OPR) for Reiki, massage, and all other touch/complementary modalities

• A criminal background check

• Public listing of practitioners online

• A 3-person advisory board to guide conduct standards

• Practitioners must provide written client disclosures

• System for discipline and public complaint reporting

✅ There is no required training or licensure—just registration and transparency safeguards.

🆕 Proposed Update (H.472 – 2025):

• Would shift from registration to full licensure (like massage therapy), which may include Reiki

• Could add formal education requirements

• Currently under committee review, not yet law

🟥 MASSACHUSETTS – WHAT’S BEING PROPOSED

Currently in MA:

• Reiki is unregulated as a spiritual practice

• No license, registration, or formal oversight required (some towns do require license already)

• Practitioners follow voluntary ethics and consent guidelines

🆘 Senate Bill S.261 (2025):

• Would require mandatory licensure for Reiki and similar wellness modalities

• Creates a state licensing board with authority to define approved education and unlicensed penalties

• Could criminalize unlicensed practice, restrict traditional training paths, and create financial/legal barriers

• Treats spiritual energy practices like clinical professions

⚠️ This bill could limit access to Reiki, reduce spiritual freedom, and set a national precedent.

PLEASE, PLEASE, PLEASE SAY NO TO S261, An Act to Regulate Alternative Healing Therapies

A Massachusetts' Senate bill that would require licensure for Reiki practitioners and teachers.

Your voice matters. You have to act now or your right to practice, or teach, or receive reiki treatments will be taken away from you.

We need your help. This bill (or a reasonable facsimile thereof) rears its ugly head in Massachusetts every 2 or 3 years. This is the 7th time this bill has been filed, the seventh time Senator Montigny has filed legislation to license Reiki and alternative health practitioners. This year’s bill, S261 is almost identical to the bill he filed in 2023, S191 and H282, which died in the Joint Committee on Consumer Protection and Professional Licensure after a public hearing and strong opposition. We can't let it move forward, but it may if you don't sign the change.org petition and share it. Two years ago we presented over 40,000 signatures from Reiki teachers, practitioners, and the public to stop it.

S261 requires the state to establish standards and licensing for the practice and teaching of holistic modalities under the control and direction of a board predominantly populated by massage therapists (thus, folks who know very little or nothing about reiki) and to restrict the teaching of the holistic modalities to schools licensed by the state (but no such schools exist in Massachusetts). The legislators who support this travesty often equate reiki with human trafficking. Those of you who are familiar with reiki know fully well that reiki is not at all about human trafficking. Reiki is a spiritual practice. Regulating reiki would be akin to regulating "love" or "hope." How is it even possible to regulate "love" or "hope?" And why would anyone want to do this other than financial gain?

The modalities include but are not limited to: Reiki, Asian Bodywork Therapy, Reflexology, Structural Integration, the Feldenkrais Method, the Trager Approach, Ayurvedic Therapies, Polarity or Polarity Therapy, Qi Gong, and Body/Mind Centering.

These requirements would create significant hardships and force alternative healthcare practitioners and teachers of these modalities to close their practices. The bill also eliminates freedom of choice in alternative healthcare for the people of Massachusetts.

Detrimental aspects of this bill:
- Threatens the public’s ability to access the alternative health practitioners of their choice;
- Seeks to have holistic modalities taught only at state licensed schools with curriculum meeting state established standards at a cost of more than $8,000;
- Creates an unnecessary and burdensome level of compliance for Holistic Healthcare Practitioners.
- This bill will put tens of thousands of practitioners out of business.
