City of Manchester, Iowa This is the official page for the City of Manchester, Iowa. Manchester is the Delaware County seat located on Iowa Highway 13 and 4-lane U.S.

Highway 20, with a population over 5000. Manchester is often referred to as the “heart of the golden triangle”-that is, an equal distance between Cedar Rapids, Dubuque and Waterloo. Manchester filed for incorporation in 1866. Originally the community was called Burrington, however to avoid confusion with Burlington, the post office named the community Manchester.

🌱 Friendly Reminder from the City of Manchester 🌱

As the weather warms up, we kindly ask all residents to help keep our community looking its best by maintaining your property. This includes mowing grass, trimming weeds, and managing brush.

Regular upkeep not only keeps neighborhoods welcoming but also helps prevent pests and promotes safety for everyone.

In developed Residential, commercial, and industrial zoned areas, grass and vegetation should be kept at 6 inches or less.

In undeveloped residential, commercial, and industrial zoned areas, unless planted for farm cropping purposes, the limit is 12 inches, unless the land is being used for farming.

The City is pleased to share the 2025 Water Quality Report, also known as the Consumer Confidence Report. This annual report provides important information about the quality of your drinking water, including where it comes from, how it is treated, and the results of required testing completed throughout the year.

Our goal is to ensure residents have access to safe, reliable drinking water while maintaining transparency about water system operations and monitoring efforts.

The report outlines:

-Sources of the community’s drinking water
-Water treatment processes
-Testing results for regulated contaminants
-Compliance with state and federal water quality standards
-Information about protecting our local water supply
-The City continuously monitors drinking water quality to meet or exceed standards established by the U.S. Environmental Protection Agency (EPA) and the Iowa Department of Natural Resources.

Residents are encouraged to review the report to learn more about the City’s ongoing commitment to providing high-quality drinking water.

Freedom is Not Free, located in Manchester’s Baum Park, is a great tribute to our veterans with connections to Manchester and Delaware County.

Last year, to bring the memorial to life, we displayed banners along the sidewalk to allow veterans to tell “our stories” of service in the military and within our communities.

We’d love to hear your story! Whether it’s your own personal story, or that of a friend or loved one, these are stories that need to be told and, more importantly, need to be known by current and future generations.

We will assist and take the lead with creation of your banner and production. After it has been displayed at the Memorial for a period of time (usually 3 months), it is yours to keep.

Saturday, April 18th, 4H members from Delaware County met at the Delaware County Fairgrounds and planted 22 trees.

These trees were purchased with a grant from Aliant Energy and Trees Forever.

The City of Manchester supported the grant through a letter of recommendation.
