She earned her PhD from the University of Maryland, Baltimore, and is a national facilitator with Spinning Babies, leading initiatives that promote physiologic birth, equity, and evidence-based maternity care. Valerie McAllister leads statewide efforts at the Institute for Public Health Innovation to advance Community Health Worker workforce development through the Zee Turner Center for CHW Workforce Development. She previously led implementation of CHWs for a Healthy Virginia and, at the Virginia Department of Health, created Virginia's first CHW accreditation program.

Meet Sharmaine.
Sharmaine M. McCoy, DNP, ACNP, is a board-certified acute care nurse practitioner specializing in women’s cardiovascular health with a focus on health equity. She holds degrees from Hampton University, Virginia Commonwealth University, and Old Dominion University.

As Director of Health and Wellness at Mount Olive Baptist Church in Centreville, Virginia, she leads community-based initiatives addressing food insecurity, undiagnosed high blood pressure, and cardiovascular health literacy.

The current grant-funded project, Helping Everyone Access Resources for Total Heart Health (HEART) clinical work, improves postpartum cardiovascular care for women with hypertensive disorders of pregnancy, emphasizing early diagnosis and equitable care delivery. She is published in Nature Partner Journal Women’s Health and JACC: Advances, advancing models that reduce cardiovascular disparities.

A native of Danville, Virginia, Traci J. Deshazor is a seasoned public administrator with extensive experience across municipal, state, and federal intergovernmental affairs. She served the City of Richmond as Deputy Chief Administrative Officer for Human Services and as the city's first-ever Chief Equity Officer.

At the state level, she served as Deputy Secretary of the Commonwealth under Governors Northam and McAuliffe, where she contributed to historic actions restoring the civil and voting rights of more than 300,000 Virginians.

Earlier in her career, she represented Virginia as Deputy Director of Intergovernmental Affairs, managing a broad federal policy portfolio. She now serves as Secretary of Administration under Governor Spanberger, bringing ethical leadership and a people-centered approach to government.

Traci holds degrees from Virginia Tech and Hollins University and is a graduate of the UVA Sorensen Political Leaders Program, VCU's Virginia Executive Institute, and the Women's Campaign School at Yale.

ABOUT MAYOR JONES:
Phillip Jones is the 27th Mayor of Newport News, Virginia, and the city's youngest elected mayor. Focused on strengthening education, enhancing public safety, and bringing innovation to City Hall, his leadership earned Newport News its first-ever All-America City designation, recognizing the community's engagement and progress.

A graduate of the U.S. Naval Academy, Mayor Jones also holds an MBA and MPP from Harvard University. He served as a Marine Corps infantry officer on four continents and continues to serve as a Major in the Marine Corps Reserve. He has also brought private-sector experience from his work advising Fortune 500 companies, cities, and nonprofits as a consultant with Bain & Company.
