Native American Community Clinic Affirms Harm Reduction as an Indigenous Approach to Healing

The Native American Community Clinic (NACC) today released a statement on its commitment to harm reduction as a central philosophy in supporting relatives living with substance use and mental health challenges. “For Native American Community Clinic, harm reduction is Indigenous,” said Dr. Antony Stately, President and Executive Officer of NACC. “It reflects the values that guide us: acceptance, compassion, and respect. We know there are many ways our community approaches these challenges, and we honor the contributions of all. For us, harm reduction feels true to who we are and how we walk with our relatives.”

At NACC, harm reduction means meeting people without judgment, respecting each person’s path, and focusing on safety and connection over moral judgments. It is rooted in Indigenous teachings that call for seeing the world as it is, not only as we hope it might be. This includes acknowledging the risks of substance use and mental health challenges, while creating pathways toward restoration and balance. NACC’s harm Reduction team works daily to bring this philosophy into action.

Through outreach, clinical care, and deep community partnerships with other organizations doing this work, the NACC team provides:

• Rapid HIV and HCV testing
• Safer use supplies and overdose prevention resources
• Naloxone distribution and training
• Case management and mobile nursing services
• Housing and shelter navigation
• Food, clothing, and seasonal gear
• Syringe clean-up and disposal

The work goes beyond supplies. NACC builds trust with relatives who may be isolated or staying outside, ensuring they have relationships and support in place when they are ready for change. “Acceptance doesn’t mean giving up,” said Stately. “It means meeting reality with honesty so that together, we can take the next right step.” NACC emphasizes that harm reduction is not just a public health strategy, but an Indigenous way of caring for each other. It is a way of protecting life, practicing acceptance, and making sure no one has to walk alone.

Our Story

NACC is a federally qualified health center (FQHC) in the Phillips neighborhood. The clinic serves all people, but is committed to providing a place where Native Americans can feel at home as the primary population at NACC. Although eighty five per cent of our patients are Native American, we do not receive Indian Health Service funding. NACC provides Medical, Dental and Counseling services. We also have an active Community Health department that includes a Dietician, Diabetes Case Manager, Patient Advocate, Health Educator and Prenatal Case Manager. We believe in the empowerment of every person and encourage them to become involved in improving their own health-physically, emotionally and spiritually.
