Mission Statement:
The purpose of the proposed Act is to find a bipartisan way to agree on how to save the lives of millions of future United States Citizens that would otherwise certainly perish. We feel that passage of this Act is worthy of merit if even only one child's life is saved. We support the idea of a Father's rights to his unborn child. Main Body of the Act:
An unborn child consists of 50% of the Birth Mother's genetic material and 50% of the Birth Father's genetic material. Currently the Mother has exclusive legal rights to end the life of an unborn child, without the consent of the Birth Father, regardless of medical necessity. We as the Fathers of this Great Nation demand to have our equal rights as parents recognized. We posit that as an unborn child is 50% of the Birth Father's genetic material, then the Birth Father's consent should also be legally required before the Birth Mother may seek medical services for an abortion in the United States. We require you to recognize that an unborn human being, comprised of two parties genetic material, must not be destroyed without the written consent of both parties, submitted to a US Court of Law. We ask that Congress enter a new set of laws on our books requiring that United States Mothers seeking an abortion must first identify the Birth Father of their unborn child by way of the same genetic testing used to identify paternity for child support. Once the Birth Father has been identified, the Birth Father has the parental right to consent to abortion, and the Birth Father also has the parental right to oppose the termination of his unborn child's life. If the Birth Father refuses to consent to the termination of his child, the Birth Mother will be required by law to carry the child to term. The Birth Mother will be required by law to attend prenatal treatment to ensure the health of the unborn child. Prenatal care and delivery shall be covered by the State if the Mother is indigent as is consistent with current policy, or otherwise as an equally shared cost to both Birth Parents. The Birth Father will sign documentation agreeing to raise the child on his own merits. After the child is born, the Birth Mother shall be free to continue life unburdened by her unwanted child, other than paying child support, based on the current State Laws in which the Birth Father resides. Exemption Clauses:
Life of Mother Clause:
If the Birth Mother can provide professional evidence to a US Court of Law that she is medically certain to perish by continuing with her pregnancy to term, the Birth Mother may obtain court approval to forgo the requirement of obtaining the Birth Father's signature to terminate their unborn child. Forced Conception Clause:
If the Birth Father is convicted by a US Court of r**e, and the incarcerated man is found to be the Birth Father of the unborn child by the same genetic testing used to identify paternity for child support, the Birth Mother may obtain court approval to forgo the requirement of obtaining the Birth Father's signature to terminate her unborn child. Birth Father Immediate Family clause:
If the Life of Mother Clause and the Forced Conception Clause do not apply to the unborn child, and the Birth Father is found to be:
A. United States Serviceman currently serving overseas
B. Deceased, institutionalized, or otherwise unable to contact or consent
C. Uninterested in raising the child, but unwilling to sign away his Parental Right to decide not to terminate the child...
Then an immediate family member of the Birth Father, i.e. Father, Mother, Brother, Sister, may act as Proxy for the Birth Father in regards to raising the unborn child, after submitting to being genetically tested by the same genetic testing used to identify paternity for child support, proving relation to the unborn child. The Birth Mother will be required by law to carry the child to term. Prenatal care and delivery shall be covered by the State if the Mother is indigent as is consistent with current policy, or as an equally shared cost between the Birth Mother and the Birth Father, or Proxy for the Birth Father. The Proxy for the Birth Father will sign documentation agreeing to raise the child on their own merits. After the child is born, the Birth Mother shall be free to continue life unburdened by her unwanted child, other than paying child support, based on the current State Laws in which the Proxy for the Birth Father resides.
