Intermediate Care Facilities for the Intellectually Disabled: ICF/IDs, typically known as group homes, is a concept that started in the mid 70’s to move from large institutional settings to a more community based, normalized arrangement. Our first home opened in 1983, our second in 1986 and our third in 1991. Each home is licensed by the State of Idaho for 8 residents. The homes are all located in residential neighborhoods, are modern, well-kept and adapted for the needs of the residents. Residential Habilitation: In 2001 Milestone Decisions became certified as a Residential Habilitation Agency to provide 24-hour services in the community under Idaho Medicaid’s Home and Community Based Waiver Program. This program continues the progress toward achieving normalization and community integration by providing services in an apartment or residential home. We currently provide services to 18 individuals living in 7 locations in Moscow and 17 individuals in 6 homes in Coeur d’Alene. Daily Life: The emphasis at each location is to create the conditions where each person receiving services feels unique, important and useful. The staff ratio is generally one staff to two individuals with the ability to provide one-to-one staffing where necessary for pre-vocational and vocational training, recreational activities or increased supervision. Regularly scheduled activities include swimming at a therapy pool, therapeutic horse riding classes, art sessions, bowling, shopping, movies, and other community or local sporting events. It is not uncommon for individuals or a group to go to Spokane for a hockey game or even to Seattle for a baseball game.
