The Utah Developmental Disabilities Council is developing their 2027-2031 State Plan to guide their work for Utahns with disabilities. By law we invite public review and comment on the proposed goals and objectives from March 15 through May 1, 2026. Your input is vital to finalize this strategic document.

On Friday April 10th 2026 the Utah Developmental Disabilities Council staff will be traveling to St. George Utah for public comment on the new 5 year state plan. They will be at the Red Rock Center for Independence from 10am-11:30am to talk about the 5 year state plan. The Utah Developmental Disabilities Council, with support from the Division of Services for People with Disabilities, is excited to announce that registration for its leadership conference is now open. The conference will take place at the Zions Bancorporation's Technology Center in Midvale, Utah, from Tuesday May 12th, to Thursday, May 14th. You can attend this year's conference either in person or online. They have planned many fun activities for this year's conference. The Utah Developmental Disabilities Council is excited to introduce our Facebook community to UDDC Members throughout 2026. Each Month we will be introducing to you a Council member in our “Meet a Member” series. You will learn what they like to do for fun, how they got involved in advocacy, and so much more.

Meet Angela Winger. Angela says “Hi, my name is Angie Winger. I am a parent of a child with a disability and am also a Special Education teacher. I want to help people realize that they matter and they can accomplish whatever they want to be able to live a very happy and fulfilling life. The Utah Developmental Disabilities Council Advocacy Awards are given to an individual who has made a commitment to improving the lives of Utahns with disabilities. The awardee is recognized for their efforts to help individuals with disabilities lead full, integrated lives and help make their communities inclusive, welcoming and respectful.

We invite community members to nominate Utahns who have worked toward a better future for Utahns of all abilities.

One award will be given in each category:
Self-Advocate
The Self-Advocate category is for an individual with a developmental disability who has made significant efforts toward improving their own or another individual’s life by promoting integrated living, community supports, employment opportunities, or another area of growth.

Caregiver
The Caregiver category is for a person that provides care to or direct-support for an individual with a disability who has made significant efforts toward improving the life of a person who has a disability, or who has made efforts to improve the lives of families of Utahns with disabilities. A caregiver can be a family member (parent, sibling, spouse, child, grandparent, etc.) or a direct-support professional or direct-care worker.

Community Member
The Community Member category is for an individual who serves their community. This category recognizes a broad range of impactful Utahns, including civic leaders, city council members, mayors, members of Congress, Utah representatives and senators, educators, bus drivers, librarians, medical professionals, and many other individuals who have made significant efforts to improve the lives of Utahns, specifically those with disabilities. This nominee recognizes the need for inclusive communities and public support for individuals with disabilities and has worked to reduce disparities.

Media Piece
The Media category recognizes a journalist, reporter, news outlet, radio station, film maker or other media representative who has produced a piece that positively represents the value and contributions of people with disabilities or highlights issues that impact people with disabilities to influence change. The piece must be submitted with a nomination in this category.
