Independence Northwest, Inc. Independence Northwest is the independent living resource for people with disabilities living in northwest Connecticut.

We believe the problem lies with society, not the individual. The preferred solution is to fix society to fit the individual. A disability is not a disease but a condition, often times permanent, that affects or restricts an individual’s ability to perform certain tasks. With our approach, the person with the disability controls the service instead of the professional; the desired outcome of service is to achieve control over daily living whenever and wherever possible. Using this approach, we developed a radically different set of services at Independence Northwest that are based on two fundamental principles:


• To ensure equal access and equal opportunity and,
• to empower people with disabilities to achieve greater independence so that they can lead fuller and more satisfying lives. People with disabilities are the controlling force behind our organization and have a voice in everything that we do: policy decisions, day-to-day operations, services and advocacy directions. As with all independent living organizations, the vast majority of people who work for Independence Northwest have disabilities. We work to meet the needs of our community by offering effective and purposeful services.

Some advocacy involves silence, while others consist of speaking with boldness, unabashed, unafraid, and unapologetic. For those of us with disabilities and caregivers, we always take the high road and lean on diplomacy to negotiate with our abled-bodied counterparts. However, it doesn't always bear fruit, and a more aggressive tone is needed if we want to be heard and recognized.

The Wheelchair Reform Coalition is a community filled with advocates who understand that disability isn't limited to a singular issue. Disability cross-intersects with a multitude of other concerns that the public should be aware of. On March 5, 2026, Connecticut's ADAPT chapter held a press conference to address the governor's proposal to end the Community First Choice program. CFC is a federal Medicaid program authorized by the ACA that provides home and community-based services that help people with disabilities and older adults live independently, rather than in institutions. Thousands would be forced to live in nursing homes, where choice is removed, independence is nonexistent, and care is greatly diminished. Thankfully, advocates like Maryann Langston and others are on the case, fighting for their right to stay in their homes rather than becoming institutionalized.

The passing of PA 24-58, which ensures that wheelchairs here in CT will be fixed in a timely fashion, didn't happen overnight. It took years, negotiations, and dedicated individuals who have a firm grasp on not only why a wheelchair needs to be assessed and repaired quickly, but also you need someone on your team with a thorough understanding of the law, how to implement it correctly, and who will work tirelessly on your behalf. Sheldon Toubman, a Litigation Attorney who works for Disability Rights Connecticut, is both a remarkable person and a champion who isn't afraid to jump in the ring to fight for the most vulnerable people.

How will the Federal government shutdown affect my SNAP benefits?

INFORMATION FROM THE DEPARTMENT OF SOCIAL SERVICES

Why do federal government shutdowns affect SNAP benefits?

SNAP benefits are paid for by the federal government through the U.S. Department of Agriculture (USDA) Food and Nutrition Services (FNS). If the federal government shuts down, the USDA may not send the money to states, which could delay or stop your monthly food benefits.

Will I still get my October SNAP benefits?

Yes, you will still get your October 2025 SNAP benefits. October benefits for ongoing participants were sent as usual and on time. Individuals who are granted in October will still receive October benefits.

Can I use my existing EBT balance past October?

At this time, SNAP benefits already loaded onto your EBT cards remain available for use to purchase food through Oct. 31, 2025.

If the federal shutdown continues past Oct. 31, you will still be able to use any SNAP benefits left over from previous months until the federal government reopens.

How will the shutdown affect my November SNAP benefits?

If the federal shutdown keeps going, SNAP benefits for November will not be sent out. November SNAP benefits cannot be issued until the federal shutdown ends or new guidance is provided by FNS.

•If the shutdown ends before November 1, benefits will be issued as usual.

• If the shutdown ends after November 1, benefits may be delayed but will be paid retroactively (you will get the amount you missed). Once the shutdown ends, benefits will return to the regular schedule.

Will the shutdown affect other DSS benefits or services in November such as TFA?

No, only SNAP benefits may be delayed in November. You will still receive your other benefits such as TFA.

How can I prepare for the shutdown's effect to my benefits?

Here’s what you can do:
• Check your EBT balance by calling 1-888-328-2666 or use MyDSS.
• Stay informed and connected by visiting Food assistance
• If you need help with food, you can call 211 or visit 211
• Continue following all SNAP rules
• For the latest information, follow DSS on Facebook and Twitter

Can I apply for SNAP during the shutdown if I don’t already get benefits?

Yes. You can apply for SNAP benefits online, in person, or by mail. Visit MyDSS to learn more about how to apply. If you are approved for SNAP during the shutdown, you may not get your food benefits until the shutdown ends.

Do I still have to meet SNAP requirements during the shutdown?

Yes, you still need to follow all SNAP rules, like completing your renewal, submitting a Periodic Report Form (PRF), and telling us about the changes you need to report.

What if I need to renew my SNAP benefits and haven't turned in my renewal?

It’s important to submit your renewal right away. You can submit your renewal online at MyDSS in person, or by mail.

Does the shutdown affect Summer EBT benefits?

No, you can still use any available Summer EBT benefits after October 31st. For more information, visit Summer EBT.
