As a former paramedic here in Jacksonville, I’ve always had deep respect for JFRD and the incredible work they do for our community. Their commitment to safety and care inspires the way we serve local families every day through our senior home care services in Jacksonville, Neptune Beach, Atlantic Beach, and Jacksonville Beach. Proud to be part of a community where first responders and caregivers work hand in hand to keep loved ones safe and supported.

This evening, City Council confirmed three members of JFRD’s executive leadership team, joined by family, friends, and fellow first responders.

Chief Percy Golden II, a Jacksonville native and second-generation firefighter, has been confirmed Director/Fire Chief. Since joining JFRD in 2003, he has combined clinical expertise in nursing and emergency management with operational leadership. He now leads more than 1,800 personnel across 68 stations.

Chief Jacob “Jake” Blanton has been confirmed as Deputy Director/Fire Chief. Beginning his career in 1994 as a 911 dispatcher, he has shaped rescue operations for more than three decades, including the development of the Critical Care Paramedic program.

Chief M. Dallas Cooke has been confirmed Division Chief of Rescue. Joining JFRD in 2009, she has risen through the ranks to become the first African American female executive in department history. A firefighter paramedic with a Doctor of Nursing Practice degree, she now leads one of Florida’s largest and most dynamic emergency medical service operations.

Together, with the support of loved ones and the community they serve, these leaders carry forward JFRD’s proud legacy while inspiring the next generation of first responders.

Decreasing coverage of afternoon and evening thunderstorms this weekend will allow heat and humidity to build to dangerous levels. Inland high temperatures will soar to near 100 degrees, with heat index values climbing each day, reaching the 108-114 degree range by Sunday and Monday. Heat Advisories will likely be issued for Saturday across most of our area, and Extreme Heat Watches may be necessary by Sunday and Monday.

The City of Jacksonville has updated its 2025 Cooling Center Contingency Plan, called “Stay Cool Jax”.

Cooling Centers will be activated under two maximum heat index thresholds:

-The National Weather Service (NWS) issues a Heat Advisory for Duval County for three or more consecutive days. The maximum heat index is expected to be between 108°F and 112°F.

-The National Weather Service (NWS) issues an Excessive Heat Warning for one or more days. The maximum heat index is expected to reach 113°F or higher.

The National Weather Service has issued a Heat Advisory for inland Jacksonville (near and west of I-95) for Friday, July 18, with peak “feels like” temperatures or 105° to 110° countywide. Heat advisories are anticipated from Saturday, July 19 to Monday, July 21 for the entire county as well with peak temperatures between 106° and 112°. The warmest temperatures are expected on Sunday and Monday.

For extreme heat events on Mondays through Saturdays, Cooling Centers will be activated at various City of Jacksonville (COJ) facilities under normal hours of operation. These facilities will be open regardless of whether activation thresholds are met, and they include:
All COJ Public Libraries (21 libraries): Accessible and air-conditioned spaces.
All COJ Community Centers (20 centers): Available in multiple neighborhoods.
All COJ Pools (29 pools) and Splash Pads (16 pads): Provide immediate cooling relief.

For extreme heat events on Sundays and holidays, two main Cooling Centers will be specifically activated from 11:00 AM to 6:00 PM:
Main Library (303 N. Laura St.)
Legends Center (5130 Soutel Dr.)
All COJ Pools (29 pools) and Splash Pads (16 pads) are open on Sundays through Labor Day weekend.

Additionally, free transportation to Cooling Centers will be provided by the Jacksonville Transportation Authority (JTA) on designated Heat Emergency days. Residents must tell the bus driver that they are heading to or from a cooling center to receive free service. By offering free rides, JTA will remove transportation barriers, allowing more community members to access the Cooling Centers, and in turn, stay cool and safe.
