Creative financing is advancing real housing outcomes in New York City.

We’re proud to share a new Crain's New York Business op-ed by ICL President & CEO Jody Rudin and Rick Gropper of Camber Property Group that proves the value of the city’s Affordable Housing Services (AHS) program.

Through a partnership between ICL, the NYC Department of Social Services, and Camber, AHS made it possible to transform a vacant building into The Atlantic in East New York, now home to 183 families and individuals who have left shelter for good.

With thousands of voucher holders still unable to secure housing, scaling models like AHS can help move more New Yorkers into stable, deeply affordable homes faster.

Congratulations to Rebecca Gillman Crimmins, ICL’s Senior Vice President of Real Estate, on being named to City and State NY's 2026 Who’s Who in Affordable Housing! 🎉

Since joining ICL in 2021, Rebecca has expanded our development pipeline from 100 units to more than 1,000 while strengthening leasing and asset management to support long-term residency. ICL now provides housing for over 2,500 New Yorkers, including 183 new units at The Atlantic for people exiting shelter.
