City of O’Fallon Announces Grant Litteken as New City Administrator
O’Fallon, Illinois - November 18, 2025 – The City of O’Fallon is proud to announce that the O’Fallon City Council has formally confirmed Mayor Eric Van Hook’s appointment of Grant Litteken, M.P.A., ICMA-CM, as the new City Administrator of the City of O’Fallon, Illinois during its regular meeting on November 17, 2025.
Litteken brings more than 14 years of progressive leadership and service to the City of O’Fallon as Assistant City Administrator, and most recently as Acting City Administrator, where he oversaw daily operations across all municipal departments and guided major strategic initiatives.
“Grant has demonstrated exceptional leadership, stability, and vision throughout his tenure with the City of O’Fallon. We are very fortunate that we had an internal candidate with not only the skills for the job, but also the proven history of being able to successfully complete the important duties given to this position,” said Mayor Eric Van Hook. “His deep understanding of O’Fallon’s operations, combined with his commitment to transparent and responsive government, makes him the ideal choice to guide our city into its next chapter.”
During his time in O’Fallon City Leadership, Litteken has led citywide operations & fiscal stewardship by directing administration of all municipal departments, including Public Safety, Public Works, Finance, Parks & Recreation, Human Resources, Information Technology, and Community Development.
Mr. Litteken has also been integral in long-term financial planning, capital investment strategies, and organizational performance reviews to ensure efficient, sustainable operations.
Grant has been one of the main drivers of O’Fallon’s success in Economic Development over the past 14 years, which includes over $1 Billion in construction and is highlighted by the development of the HSHS-St. Elizabeth’s Medical Campus, growth of the O’Fallon Family Sports Park and increase in recreational tourism, and redevelopment of the Downtown District.
“I am honored by the Council’s confidence and excited to continue serving the community I’ve been proud to serve for over a decade,” Litteken said. “O’Fallon is a vibrant, growing city, and I look forward to working with our dedicated staff, elected officials, and residents to build on our momentum and strengthen our quality of life.”
Litteken is also well recognized across the region and state for his professional leadership, having served as President of the Southwestern Illinois City Management Association (SWICMA) and on the Board of Directors of the Illinois City/County Management Association (ILCMA). He is a recipient of multiple professional awards for excellence in municipal service and has contributed to publications through the International City/County Management Association (ICMA). Grant is recognized as one of only 65 International City-County Management Association (ICMA) Credentialed Managers in Illinois, underscoring his commitment to ethical leadership, professional development, and excellence in local government management.
Litteken holds a Master of Public Administration from Southern Illinois University Edwardsville and a Bachelor’s Degree in Political Science from the University of Illinois Urbana-Champaign, along with extensive professional development in planning, budgeting, economic development, and community engagement. He has also taught graduate level coursework in Economic Development, Community Development, and Strategic Staffing as an adjunct professor for the Southern Illinois University Edwardsville’s Graduate School of Public Administration.
He will assume the duties of City Administrator immediately.
