West Carroll Parish Ambulance Service District began as West Carroll Volunteer Emergency Medical Services, Inc. After an automobile accident, that left several children injured and in need of an ambulance, the volunteer ambulance service was organized by local business owners in the community, spearheaded by Jay Vernon Sims, J

r. Sims and others began with a local concern and was successful in building an ambulance service recognized by many in the ambulance industry as the best of its kind. Comprised of the many dedicated volunteers from First Responders, National Registered Emergency Medical Technicians to the Board of Directors this organization was the strongest of its kind in the state that covered the Parish 24-hours a day, seven days a week. Also, the many businesses that allowed employees to respond during working hours were an extremely vital part of our organization. saw the need for change with the much loved volunteer organization. Waters, a local business owner, who had served as one of the original Board members and Nationally Registered Emergency Medical Technicians composed a plan to develop West Carroll Parish Ambulance Service District and tasked the staff of West Carroll Volunteer Emergency Medical Services to help with his idea. The plan was to develop the government body to be supported by a Parish wide ½ cent sales tax and insurance claims. The volunteer service would then donate all assets with an estimated value of nearly $650,000.00 to complete the plan. Based on the foundation, devotion and hard work of the volunteers and volunteer service, resolutions were passed by the Village of Epps, Village of Pioneer, Village of Forest, Town of Oak Grove and Village of Kilbourne in support of and to be included in the District. West Carroll Parish Police Jury received the information and passed an ordinance with a unanimous decision establishing West Carroll Parish Ambulance Service District. A ½ cent sales and usage tax was later presented to the public and passed overwhelmingly to help finance and support the day to day operations, all to the credit of West Carroll Volunteer Emergency Medical Services, West Carroll Parish Police Jury and the Residents of West Carroll Parish. West Carroll Parish Ambulance Service District was founded on a rich tradition of concern and continues to serve the residents and visitors of our great community which is now in its eighteenth year.

On July 15th West Carroll EMS was dispatched for a patient in cardiac arrest at home, West Carroll Sheriffs Office deputy Zac Crymes heard the EMS call go out and responded also. Deputy Crymes arrived just before the ambulance and determined the patient was in cardiac arrest and began CPR. Paramedic Michael Boyte, Advanced EMT Cannon Bishop, and EMT Landon Thornhill began life saving measures including medication administration and defibrillation and a pulse was restored. The patient was transported to the hospital where they are now recovering well.

Without the early CPR provide by the deputy and the interventions of the crew, this patient would not have survived. Sheriff Scott Matthews was on scene and witnessed the effectiveness of the crew and his deputy and wrote letters of commendation for each crew member for their roles in saving the patients life. The Sheriff wrote, “ At no point was there panic or confusion, they just performed, perfectly, every task just like they were trained to do.”

Sadly most patients do not survive who suffer from cardiac arrest out of the hospital and those who don’t receive early CPR the survival percentage is less than 10%.

The crew members all had the letters from the Sheriff place in their personnel folders and were given “ Life Saving Awards” from the Ambulance District for their outstanding performance and achievement.

On behalf of all of our employees, we'd like to thank each and every person and entity that celebrated us this week for National EMS Week. It has been wonderful receiving recognition for EMS Week. We also would like to show our appreciation to Dustin Waits and Allen Morrison for making this week so special for us by providing both breakfast and lunch for each shift each day this week. These two individuals sacrifice a lot for this company and their employees and we appreciate them both so very much.
