AB 236, designed to address inaccurate provider directories, recently cleared a significant hurdle by passing the Senate Health Committee. The bill would require health plans and insurers to audit and delete inaccurate listings from their provider directories annually. It would also establish accuracy benchmarks and associated penalties.

IHA is monitoring the progress of AB 236 and has provided comments on the bill, drawing on our experience improving provider directory data quality and exchange through Symphony's centralized directory.

Research has shown that patients of color prefer seeing doctors of their own race, and some studies have shown that health outcomes are better for Black patients seeing Black doctors. Yet Black, Hispanic, and Native American students remain disproportionately underrepresented in medicine, despite recruitment efforts by medical schools across the country.

Provider directories are an important tool for patients, plans, and providers alike. When these directories are inaccurate, it can make it harder for patients to find care, expose health plans to fines from regulatory agencies, and cause delays in provider reimbursement.

To learn how states can improve provider data accuracy using a centralized directory, RTI International conducted a study for the Assistant Secretary for Planning and Evaluation (ASPE) at the US Department of Health and Human Services (HHS). The study examines Symphony's role as California's statewide provider directory in a case study and shares the following lessons:

✔️Clear, widely agreed-upon data standards are critical to success
✔️An implementation strategy must prioritize provider participation
✔️Inclusive governance structures like Symphony's build trust across stakeholders

The industry is watching closely to see how the proposed reduction in California's 2024-2025 Budget Revision Process will impact the Equity and Practice Transformation (EPT) directed payment program. The Department of Health Care Services EPT program will provide support for primary care transformation to improve outcomes and advance health equity for Californians. The program enables those who care for California's most vulnerable communities to invest in infrastructure and care delivery through direct practice payments.

The revised budget proposal reduces the EPT program from $700 million over 5 years to $140 million - an 80% reduction in funding.
