Public Announcement: Special Election and Absentee Ballot Process
Town of Ocean City, Maryland
Date: May 22, 2025

During the Council meeting on May 19, 2025, several questions were raised by the public regarding the upcoming Special Election. To ensure transparency and provide clarity, I would like to address the following important details.

Special Election Details:

The Town of Ocean City will hold a Special Election on July 22, 2025, at the Ocean City Convention Center. This election will vote on the Ordinance that includes a 5-night minimum stay for years 2025 -2026 period and a 31- night minimum stay for 2027 and beyond.

♦️Absentee Ballot Process:
Ocean City residents who are unable to vote in person on July 22, 2025, may request an Absentee Ballot. To request an absentee ballot, the following steps must be followed:

♦️ Absentee Ballot Applications must be received by the Board of Supervisors of Elections of Ocean City, c/o the Office of the City Clerk, located at 301 N. Baltimore Avenue, Ocean City, Maryland, 21842,
no later than 4:30 p.m. on Monday, July 21, 2025.

♦️Please allow ample time for the ballot to be mailed to you and for its return to the Board of Supervisors of Elections (c/o the City Clerk’s Office)

♦️If you have any additional questions regarding the election or absentee ballots, please contact the Office of the City Clerk (410)289-8842.

The Town of Ocean City proudly announces Raymond J. Austin's appointment as the new Chief of Police for the Ocean City Police Department (OCPD). With over 30 years of experience in law enforcement and a long history of community engagement, Chief Austin returns to lead the department he has served since 1991.

Originally from Pittsburgh, PA, Austin joined OCPD in 1991 as a seasonal officer and became full-time in 1994. He has held numerous leadership roles, including Commander of the Criminal Investigation Division, Patrol Lieutenant, and head of various specialty units. In 2013, he graduated from the 254th Session of the Federal Bureau of Investigations (FBI) National Academy, an elite law enforcement leadership academy.

One of the most noteworthy accomplishments in his distinguished career came in 2002 when he served as a police officer and witness in a pivotal case that helped establish Maryland case law on extra-jurisdictional authority and fresh pursuit, a legal precedent that continues to impact law enforcement operations across the state. Chief Austin has received numerous awards, including Officer of the Year, the MADD Award, and multiple OCPD commendations.

In addition to his law enforcement expertise, Austin has been deeply involved in community policing efforts such as National Night Out, Citizen's Police Academy, Play It Safe, and Coffee with Cops.

After retiring in 2022, he continued serving the community as a Special Investigator with the Worcester County State's Attorney's Office. He now returns to lead OCPD, focusing on public safety, accountability, and community partnership.

"Chief Austin brings not only decades of experience but a deep understanding of our town and its values," said Terry McGean, City Manager of the Town of Ocean City. "His leadership, professionalism, and dedication to community policing make him the ideal choice to guide the department into the future.

Chief Austin will officially take the oath of office with the Mayor and City Council during the regularly scheduled council meeting on Monday, May 5, 2025.

Rest in peace Steve. We will miss you. The Town will miss you. I pray for your friends, coworkers at Bayshore Development, and your family.

It is with a heavy heart that we reflect on the remarkable contributions of Steve Pastusak, an exceptional leader and mentor. Steve exuded a genuine sense of positivity and was astutely perceptive in group dynamics, demonstrating a sharp intellect that guided his decision-making. His candidness about societal challenges encouraged constructive dialogue, and he had a unique ability to identify the most pressing issues while steering his team through the season at Jolly Roger Amusement Park.

Steve was an unwavering support, always available when needed, and his deep commitment to his colleagues was evident in his actions. He fostered an environment where team members could express differing opinions—reminiscent of siblings—while also instilling a sense of accountability. Disappointment from him was a reflection of his high standards, motivating us to improve and grow.

Affectionately known for his lively personality, Steve's attention to detail was clear in everything he did, from his colorful attire at golf outings to meticulously planned family trips. He prioritized his family above all, passionately coaching sports and mentoring young athletes, embodying the true spirit of sportsmanship.

His kindness and generosity touched the lives of everyone fortunate enough to know him. Steve consistently made time for his children's athletic events and orchestrated meaningful family getaways, instilling the value of living life to the fullest in all of us. He was a teacher, always offering valuable lessons; he was a counselor, providing solace when needed; and he was a source of comfort during challenging times. He naturally made you want to be better, and he always stood on the side of right.

Steve will forever remain in our hearts as a guiding light, leaving behind a legacy that inspires us all to carry forward his values of kindness, community, and dedication to family.
