Burke Millard serves as the Elementary Kids' Pastor at Crossroads Church, where he partners with families to help children grow in faith, follow Jesus, and live for the One. Prior to stepping into his current role, Burke served as the church’s High School Pastor from 2019–2026, dedicating years to mentoring and investing in the next generation.

Burke is passionate about serving the Odessa community through ministry and volunteerism. He currently serves as a board member for the Live Like Rylee Foundation and CASA of the Permian Basin and has been the chaplain for the Permian High School football team since 2021. Over the past several years, he has personally served with and led volunteer groups supporting organizations including Hope House, the West Texas Food Bank, Mission Agape, First Priority, Fellowship of Christian Athletes, Night to Shine, and Keep Odessa Beautiful.

A graduate of Baylor University, Burke and his wife, Courtney, proudly call Odessa home. Burke lives by the belief: “We have been blessed to be a blessing.”

Brandon McPherson is the owner and operator of Brantley Creek Barbecue and Strength Pharm, where he has built a reputation for quality, leadership, and community impact through hard work and perseverance. As a local entrepreneur, Brandon has focused on creating businesses that not only serve customers but also strengthen the Odessa community through charitable giving, sponsorships, fundraising support, and participation in local events.

Since 2019, Brandon has actively supported local schools, youth programs, nonprofit organizations, and benefit events through donations, meals, gift cards, and financial contributions. His commitment to community involvement reflects his belief in using both his business and personal platform to create positive change throughout Odessa.

Under Brandon’s leadership, Brantley Creek Barbecue has received multiple honors, including Best of the Basin recognition, Texas Monthly’s Top 25 New BBQ Joints in Texas, and features on The Texas Bucket List and America’s Best Restaurants.

Honorable Lorraine PerrymanFor more than four decades, Lorraine Perryman has been the heart of Odessa, Texas, a woman whose name is woven into nearly every institution, initiative, and movement that has made the Permian Basin a better place to live, learn, and thrive.
A journalism graduate of the University of Texas at Austin, Lorraine channeled her gift for communication into a life of service. Elected Mayor of Odessa in 1990, she served three consecutive terms, founding Downtown Odessa, launching the Mayor’s Drug and Crime Commission, and building the regional infrastructure that connected West Texas to the wider world. Governors Rick Perry, Ann Richards, and Mark White each called on her for statewide appointments, recognizing in her a leader of rare conviction.
Beyond elected office, her impact only deepened. She founded the ECISD Education Foundation and Education Partnership of the Permian Basin, chaired the Wagner Noël Performing Arts Center Advisory Board, led capital campaigns for the West Texas Food Bank, and hosted the Permian Basin Rehabilitation Center Telethon for over twenty years. With her husband, Dr. M. Ray Perryman, she established an endowed scholarship at UT Permian Basin, opening doors for students who might otherwise find them closed.
Honored as a Lifetime Achievement in Philanthropy recipient, Odessa College Hall of Fame Inductee, and Citizen of the Year, Lorraine’s greatest reward has always been the community itself, stronger, more vibrant, and more hopeful because she chose to serve it.

Baylie Heifner is the COO and Escrow Officer of Petroplex Title, where she oversees operations while helping clients navigate the title and escrow process with professionalism and care. A proud Odessa native, Baylie balances her full-time career with a strong commitment to serving her community and being a dedicated mother to her beautiful daughter.

Baylie actively volunteers through organizations, including Rotary Club, Petroplex Association of REALTORS®, and The Salvation Army, where she has spent the past three years volunteering during the Christmas season by ringing the bell and supporting local families in need. Her dedication to the real estate industry and community service earned her the 2024 Affiliate of the Year Award from the Odessa Board of REALTORS®.

Amanda Moffitt is the owner, designer, and CEO of Lola & Tae, a growing jewelry brand built from the ground up alongside her husband. What began as a small passion project at their dining room table has evolved into a thriving business serving customers locally and nationwide. Amanda leads all aspects of the company, combining creativity, entrepreneurship, and a strong commitment to community impact.

Before transitioning into full-time business ownership, Amanda spent eight years as a classroom teacher and four years as an elementary school counselor. Her background in education helped shape her heart for service, leadership, and meaningful connection—values that continue to guide both her business and personal life.

Through Lola & Tae, Amanda actively supports organizations including the Boys & Girls Clubs of America, Habitat for Humanity, Harmony Home, and the West Texas Food Bank. In 2026, the company was recognized as the winner of the Midland Entrepreneurial Challenge and awarded $100,000 to support continued growth and expansion.

Amber Allen is the owner and operator of Boomtown On The Rocks, a mobile culinary and bar experience specializing in chef-driven menus, catering, and community events throughout the Permian Basin. As an entrepreneur, Amber oversees all aspects of the business, including operations, menu development, client relations, event ex*****on, and financial management, while creating memorable experiences centered around quality and community connection.

Amber is deeply committed to serving Odessa through leadership and volunteerism. She has served on the Young Professionals of Odessa Board for two years and is an active member of the Junior League of Odessa, contributing to both the Merry Marketplace and Fundraising Committees. She is also involved with the Odessa Hispanic Chamber of Commerce, Odessa Chamber of Commerce, and Keep Odessa Beautiful.

Her passion for giving back includes supporting ECISD students and educators through fundraising and meal sponsorships, organizing annual events benefiting veterans, leading a community turkey drive during the holidays, and recently becoming a CASA advocate.

A proud wife and mother of four, Amber is currently pursuing her MBA while continuing to invest in her business, family, and the Odessa community she loves.
