Dear Brothers and Sisters of 423,

Next week is our L/M Meeting as well as a meeting with the Director of Nursing services. As we are being told, Nursing Services has some Vacation Guidelines and Policy changes they are wanting to address in next weeks meeting.

As far as the Vacation Bidding Guidelines, CSEA Local 423 does not and will not support any changes to the current bidding process.

As far as the other Policy they would like to negotiate, we will keep you informed as to what the Policy is and what the specifics are. At this time, all negotiations will be handled with the Local, as well as with assistance from Albany.

I hope that all members of CSEA Local 423 had a an amazing Holiday this weekend. Lets remember that as this up coming New Year weekend approaches, to be please safe, responsible and to take good care of one another, Please drive safe and bring in the new year just as safe.

Dear Brothers and Sisters,

Election time is almost here and we need your help! We need current standing members to help run our Election Committee for the 2017 Local 423 Elections. Please, if anyone is interested, contact me at 315-541-2332 or 315-261-2706 so we can get you signed up.

Also, if you will be interested in running for Office, whether it be for President, Vice President, Secretary or Treasurer, we will make sure you get the right paperwork to get you started. We highly encourage any members wanting to run, to please do so. Union participation has been at an all time low and we want active members again.

Also remember that you can not only run as an individual, but as a slate (team) as well.

Dear Brothers and Sister,

I am writing to you today to clarify some misconceptions about the Officers role in your local.

Whenever a member has a concern that something might be going on in their department with whom ever, it is their right to come to their Union to speak with someone and make them aware of what might be going on.

IN ORDER FOR A CHANGE TO HAPPEN, YOUR VOICE MUST BE HEARD!

We have to put a name, date and time to ever situation that occurs in order to make any change. We want change here at Local 423 and we need change.

As the President, it might be my job to tell members at times that they do not have a valid grievance but that they have the right to follow through with one anyways.

We want members to come to our office and bring their issues to us so we can assist them in any way possible. But we do need members to come forward and give us the information we need to battle the tough times we are going through.

Is it truly worth the stress and anxiety that so many of you might go through because there are issues at work. For most of us, work is almost a second home. Some of us work a tremendous amount of hours and never see our loved ones. Add on the encumbering challenges we face everyday in our daily lives.

Our Mental Stability and Peace of mind should be just as important as for those we serve.

When you come here to file a grievance, CSEA Local 423 will be there every step of the way, until the end.

As we drift by with another month of negotiations for our a new contract, it came to light, the intentions of the State and what they are not willing to give us any more.

WE ARE GOING TO BE HAVING TWO GENERAL MEMEBERSHIP MEETINGS TO DISCUSS THE ENCUMBERING ISSUES OF TOPIC WITH OUR CONTRACTS. WE CALL ON AS MANY MEMBERS AS WE CAN TO COME OUT AND HEAR WHAT THE STATE IS ATTEMPTING TO DO TO OUR JOBS, FAMILY AND FUTURE AS STATE EMPLOYEES.

Dear Brothers and Sisters,

The Productivity Enhancement Program (PEP) allows eligible CSEA-represented employees, PEF-represented and Management/Confidential (M/C) employees in the Executive branch to exchange previously accrued annual leave (vacation) and/or personal leave in return for a credit to be applied toward their employee share of New York State Health Insurance Program (NYSHIP) premiums on a biweekly basis.

Eligibility requirements for PEP are as follows:

• CSEA and PEF represented employees must be classified or unclassified service employees in the Executive branch in a title at Salary Grade 24 or below, or equated to a position at or below Salary Grade 24;

• M/C employees must be classified or unclassified service employees in the Executive branch in a title at Salary Grade 23 or below, or equated to a position at or below Salary Grade 23;

• Have a minimum combined balance of annual and personal leave of at least eight (8) days after making the forfeiture; and

• Be a New York State Health Insurance Program (NYSHIP) enrollee (contract holder) in either the Empire Plan or an HMO at the time of enrollment.

Eligible employees at Grade 17 and below may forfeit either 3 or 6 days of vacation and/or personal leave to receive up to a $500 or $1000 credit towards the employee share of health insurance premiums. Eligible employees at Grade 18 and above may forfeit either 2 or 4 days of vacation and/or personal leave to receive up to the same credit towards their employee share of health insurance premiums. Part time employees who meet the eligibility criteria may participate in PEP on a prorated basis according to their payroll percentage.

Please note that the enrollment period for 2017 is Tuesday, November 1, 2016 through Friday, December 2, 2016. To enroll, please fill out the attached form and send to HR.
