Urge CMS to Recognize the Value of Physical Therapy in the 2026 Fee Schedule

In the 2026 Medicare Physician Fee Schedule Proposed Rule, CMS proposed a 3.3% increase to the conversion factor for non-qualifying Alternative Payment Model (APM)participants. However, the agency made numerous changes to the relative value units (RVU) for many commonly used physical therapy codes that negates the proposed increase. The agency also failed, yet again, to propose changes that would meaningfully include physical therapists in the Quality Payment Program. To protect long-term access to physical therapy services, tell CMS not to finalize any unjustified RVU changes, address APM participation barriers for PTs, and align both coverage and payment policy with the real cost of delivering care to Medicare beneficiaries. APTA is preparing comments on the rule to submit by the Sept. 12 deadline and encourages members to submit their own comments supporting the proposals. We encourage you to add a personal message above the template letter.
