Coordinated, Multi-agency Child Abuse Investigations

A. Investigations: The Blount County Children’s Center leads the effort to encourage all local agencies working with abused children to work together as a team on child abuse cases. When a report of child sexual abuse or serious physical abuse is made to DHR or law enforcement, both agencies work together to investigate the report. The non-a

busing parents or guardians are asked to bring the child to the Children’s Center, where a detailed investigative interview is recorded. One trained interviewer talks with the child, while all other agencies needing the information view the interview on closed circuit television. This lessens the number of people interviewing the child and lessens the trauma associated with disclosing abuse. A plan to protect the child is developed, as well as strategies for interviewing the alleged perpetrator. Team members continue to investigate the case for possible prosecution and protection of the abused child, and provide assistance and guidance to the child and non-abusing family members as they negotiate the court process. Case Review: The Blount County Children’s Center organizes and coordinates the Multi-disciplinary Child Abuse Response Team, which meets monthly at the Children’s Center. The team reviews the status of all open child sexual abuse and all serious physical abuse cases in Blount County, makes recommendations to the District Attorney regarding possible prosecution of the alleged offender, and discusses child safety and counseling needs. The Team includes representatives from DHR, the District Attorney's office, law enforcement agencies, Juvenile Probation, Blount County Schools, Blount County Health Department, Juvenile Court, and the Children's Center staff.

2. Free Professional Therapy
Abuse, especially sexual abuse, is not something one gets over in a few weeks. It usually takes extended therapy for abused children and their non-abusing family members to get their lives back together and begin to heal from the abuse. Free professional therapy is provided for child abuse victims, as well as, adult survivors of child sexual abuse and victims of domestic violence, rape and other traumatic crimes. Abuse specific therapy is also critical in preventing the cycle of abuse from extending to future generations.

3. School-based Child Abuse Prevention
Many children will not tell anyone, or perhaps just another child about their abuse. We encourage and help children to tell responsible adults through our presentations to school children in grades kindergarten through 6th grade. The program provides children and faculty with information on child abuse and how to avoid or stop abusive situations, and what to do when abuse occurs. Nearly every time we visit a school, one or more children finally gather enough courage to tell for the first time about the abuse which has been happening to them. Often sexual abuse has gone on for years without ever being reported.

4. Public Awareness
Public Awareness is a powerful tool in fighting child abuse, and the Blount County Children’s Center strives to make the citizens of our county aware of the nature and scope of the problem, and what can be done to stop the abuse. We make presentations throughout the year to various community organizations, participate in various fairs and festivals, and use our local media to disseminate information about child abuse. We also provide training events for child abuse professionals and others in the community. Funding for our various programs is provided in part by:

We will closeout our introductions with Michelle Sargent. She has served as a Family Advocate at the Children’s Center for 17 years. She supports parents and caregivers during some of the most difficult moments of their lives, when they’ve learned that something harmful has happened to their child. In the midst of overwhelming emotions, she helps families understand the process ahead and what their child needs next, striving to be a calm, steady presence in a time of crisis.

What Child Abuse Prevention means to me:

"Child abuse prevention, to me, starts with awareness. So many times, when I’m meeting with a parent or caregiver, they say, “I wish I would have known...” The truth is, it can be hard to know. Those who prey on children are often deliberate and manipulative. They know how to build trust, hide their intentions, and take advantage of opportunities.

But there are things we can all do. We can talk to our children about safety: body safety, safe adults, and internet safety. We can give them the tools and language they need to speak up. Most importantly, we can stay aware. We can watch, listen, and trust our instincts when something feels off. We can ask questions. And if we suspect a child is being harmed, we can report it. Preventing child abuse is not just the responsibility of parents or professionals. It belongs to all of us."

We are excited to introduce Jordan Neal, therapist at the Blount County Children’s Center. Jordan earned her Bachelor’s degree in Social Work from Jacksonville State University and her Master’s degree in Social Work from the University of Alabama. She is a Licensed Independent Clinical Social Worker with 10 years of experience in the social work profession. Jordan’s background includes child welfare and child protective services, providing therapy services to youth with problematic sexual behaviors, and she has experience in leadership roles within various agencies. Jordan possess a strong focus on understanding trauma and its impact on children and families. She provides individual therapy services to children, adolescents, teens, and adults in Blount County who have experienced abuse and neglect. In addition to her work with clients, Jordan partners closely with parents and caregivers, offering guidance and support as they navigate the effects of trauma. She is dedicated to helping every client feel safe, supported, and empowered on their path to healing.

“ Child abuse prevention month is so important to me, and not just something that is focused on one month during the year. To me, prevention and awareness happens on a daily basis in my therapy office. It’s watching a client work through their hardships and come out on the other side stronger and happier. It’s the little victories and the big ones, and being able to offer support, hope, and encouragement to anyone that walks through my door. Child abuse awareness and prevention is more than blue ribbons, pinwheels, and fundraisers; it’s a work that’s done every day of the year for the children and families of Blount County. “

Next we have Hannah Pelt! She serves as our Forensic Interviewer. She holds an Associate’s Degree in Forensic Investigation from Wallace State and a Bachelor of Science in Criminal Justice from Faulkner University. Prior to joining the Center, Hannah spent several years working with children in the mental health field, including in leadership roles. Her background in mental health plays a crucial role in her work, enabling her to create a safe and supportive environment where children feel comfortable sharing their experiences during the interview process.

In her role, Hannah conducts developmentally appropriate, trauma-informed interviews with children and adolescents. Through her work, she helps ensure that children feel heard, respected, and supported during a difficult time.

What Child Abuse Prevention means to Hannah:
“Child Abuse Prevention means to me that prevention isn’t just a concept it’s a responsibility. Working in mental health and as a forensic interviewer, I’ve seen what abuse takes from a child. I’ve sat in rooms where silence felt heavy, where words were hard to say, and where the smallest act of being heard meant everything. I have witnessed resilience. I have seen children begin to reclaim their voices simply because someone listened to them, and showed them they mattered. It’s a reflection of the stories I’ve carried and the children I’ve had the privilege to sit with in some of the most vulnerable moments.”
