ALERT CITIZENS' HELP STOPS GRAFFITI CRIME SPREE

On Monday, May 15, 2023, at about 6:10 PM, LCPD Officers were dispatched to Lock & Key Adventurer’s Guild, located at 3026 NE Highway 101 on a reported graffiti call that turned into a physical disturbance. As officers were responding, updated information was provided that victims had chased the suspect to the area behind Starbucks where a physical altercation was currently taking place.

When officers arrived in the area, several subjects were located behind the old “Little Sambo’s” restaurant. The male suspect fought the witnesses/victims as they were detaining him for police, and then fought with officers before he was successfully secured and placed into a patrol vehicle. The male suspect was determined to be a 16-year-old juvenile from Salem, Oregon.

Subsequent investigation determined that several cans of spray paint had been stolen from the storage area behind the Beach Club Restaurant. The 16-year-old suspect had spray painted graffiti “BAM” on several businesses and vehicles in the area. The estimated repair cost is expected to be well over $5,000 in total damage as a result to the spray painted graffiti.

The juvenile was charged with several counts of Criminal Mischief II, Criminal Mischief I, and Resisting Arrest, and later released to his guardian. The case investigation is ongoing, as it is believed more victims will be discovered.

The list of victims so far are as follows: Beach Club Restaurant, Mills Ace Hardware, Wells Fargo Bank, Captain Cook Motel, Oceanlake Coin Laundry, and Lock & Key Adventurer’s Guild, as well as a billboard for The Surftides, and a newer model Subaru Outback.

Lincoln City Police would like to thank the concerned citizens, witnesses and victims for their assistance with this case. This is yet another example of the partnership between our citizens and the police that allow us to solve crimes and help make a safer community for us all.

On March 31, 2023, at approximately 2:24AM, Sheriff’s Deputies responded to 393 West View Drive in Otis for a report of a home invasion where gunshots had been fired. Deputies arrived on scene and found that no one had been injured by the gunshots. According to witnesses, five subjects wearing masks forced their way into the home. Two of the subjects were armed with fi****ms. The subjects then caused severe damage to the interior of the home and fled prior to Deputies arriving.

The Lincoln County Major Crime Team responded to investigate the incident and process the crime scene. The Major Crime Team is comprised of Detectives from the Lincoln County Sheriff’s Office, Lincoln City Police Department, Newport Police Department, Oregon State Police and the Lincoln County District Attorney’s Office.

At the conclusion of the investigation, four of the five subjects have been identified and arrested. Of those taken into custody, two of them were juveniles. The adult subjects arrested were 18-year-old Caleb Thomas of Toledo and 18-year-old Xavier Garcia of Siletz. The charges were as follows: Burglary in the First Degree, Criminal Mischief in the First Degree, Menacing, Unlawful Use of a Weapon, Recklessly Endangering and Assault in the Fourth Degree.

The Lincoln County Sheriff’s Office would like to extend our thanks to the Lincoln City Police Department, the Newport Police Department, the Oregon State Police and the Lincoln County District Attorney’s Office for their assistance with this investigation.

At this time the Lincoln County Sheriff’s Office believes there is no risk to the public

LCPD TO CONDUCT DISTRACTED DRIVING ENFORCEMENT OPERATIONS IN APRIL

The month of April is designated as National Distracted Driving Awareness Month, and the Lincoln City Police Department will be utilizing traffic safety grant funds to conduct enhanced enforcement operations during the month. The Lincoln City Police Department will be joining law enforcement agencies across the state and nation in an effort to increase enforcement efforts and raise awareness of the dangers of distracted driving. Enhanced enforcement operations will be conducted periodically throughout the month of April.

Distracted Driving is a dangerous behavior for drivers, passengers, and non-occupants alike. Distracted driving is a specific type of inattention that occurs when drivers divert their attention from the task of driving to focus on some other activity instead. These enforcement efforts are designed to increase the number of law enforcement officers on patrol with an emphasis on seeking out drivers who are distracted by talking or texting on their cell phones, or using other electronic devices while they are operating their vehicle. The goal of these enhanced enforcement efforts is to educate and increase the safety of the citizens and visitors of Lincoln City.

The Distracted Driving Enforcement grant funds are a valuable resource that assist us in improving the traffic safety in our community. Our objective is to raise awareness of the dangers of distracted driving and to reduce the number of distracted drivers on the roadways to prevent crashes that cause injuries and cost lives. These grant funds were made possible through the Oregon Department of Transportation and Oregon Impact.

There was a crash about mile post 9 there was a blood trail leading away from the crash, we need to make sure everyone is ok , did someone pick up the occupant and render aid

LINCOLN CITY MAN ARRESTED FOR CRIMES AGAINST MINORS

On Thursday, February 16, 2023, at about 9:00 a.m., Detectives and Officers from the Lincoln City Police Department executed a search warrant at the home of 20-year-old Zachary Rasmussen of Lincoln City. The residence is located in the 3400 block of SE Harbor Drive in Lincoln City.

The investigation began in January 2023 after the Lincoln City Police Department received numerous complaints of disturbances and unlawful activity occurring at Rasmussen’s residence. One of the complaints included the distribution of controlled substances to minors. Based on the information obtained during the investigation, Detectives obtained a search warrant for Rasmussen’s residence. Rasmussen was located inside the residence and was arrested without incident.

Rasmussen was lodged at the Lincoln County Jail for Unlawful Delivery of a Controlled Substance within 1000 Feet of a School (Taft High School and Taft Elementary School), Allowing a Minor to Consume Ma*****na, S*x Abuse in the Third Degree, and Contributing to the S*xual Delinquency of a Minor.

The investigation is ongoing and anyone with information should contact Lincoln City Police Detective Bud Lane at 541-994-3636.
