Monday-Thursday 4:30pm - 6:30pm
No Weekend Hours June and July
August through May: Saturday 9:00am - 2:00pm and Sunday 1:00pm - 5:00pm

*Extended Hours are available for acute visits only and not for routine medical care. You must an established patient, seeing a provider at least yearly for an Annual Wellness Visits and not just sick visits. If you do not meet this criteria, you may be seen as a self pay patient. (No clinic on Saturday and Sunday for June and July, but resumes in August.)

Dr. Barry Collins received his Bachelor of Science degree from the University of Alabama in Birmingham. He subsequently completed his medical education at the University of Alabama in Birmingham, followed by an internship and residency in internal medicine.

Dr. Collins is a member of the National Medical Association, the American Medical Association and the Medical Association of the State of Alabama - MASA. He is also a Kappa Alpha Psi Fraternity member.

Dr. Collins is very active in the community and serves on several boards and committees. He currently serves as Chief of Medicine at St. Vincent's St. Clair Hospital where he also resides on the Advisory Board. He is an Adjunct Faculty member at the University of Alabama in Birmingham and he also serves on the board of the Police Foundation of Pell City. Dr. Collins is actively involved in clinical research and serves as Medical Director for various clinical trials. He serves as a speaker for several pharmaceutical companies.

During his free time, Dr. Collins enjoys watching football and riding motorcycles. Dr. Collins looks forward to the opportunity to serve you.

Dr. Ilinca Prisacaru completed her medical training at the University Carol Davila Bucharest in Bucharest, Romania followed by an internship in the geriatrics department at the University Carol Davila Bucharest and an ICU internship at the University Medicine raiova in Craiova, Romania. Dr. Prisacaru then completed a family medicine residency at the University Carol Davila Bucharest in Bucharest, Romania as well as a family medicine residency at the University of Alabama in Tuscaloosa.

Dr. Prisacaru is a member of the Medical Association of the State of Alabama - MASA and the American Academy of Family Practitioners.



Her medical volunteer experience includes the Red Cross Romania as a medical volunteer for student-run health fair serving the south of country population of underprivileged individuals, a medical volunteer involved in the activities of National Institute for Protection of Mother and Child Bucharest and the program of health education for the hispanic population for the Department of Health Wildwood, NJ.

Publications and Presentations include: Neonatal Hydration measaures - National Pediatric Conference 2007 and Thoracic region compression syndromes - Annual Family Medicine Conference 2008.

Dr, Rick Jotani completed his medical training at the University of Alabama in Birmingham followed by an internship and residency in family practice at Spartanburg Regional Medical Center in Spartanburg, South Carolina. He also completed a sports medicine fellowship at Halifax Sports Medicine, Daytona Beach, Florida.

Dr. Jotani is board certified and a member of the American Academy of Family Practice, the American Medical Society for Sports Medicine and the Medical Association of the State of Alabama - MASA.

Dr. Rick Jotani and Dr. Barry Collins opened Pell City Internal and Family Medicine in 2012 which has grown to a multi-location medical practice.

Dr. Jotani is the team physician for Pell City High School and in his free time enjoys watching football. He also enjoys spending time with his wife and two daughters.

1/25/2026 4:45PM Update: Due to inclement weather expected, PCIFM will delay opening by 2 hours. At this time we are still planning to open on Monday, 1/26/2026 @ 10AM; however, any weather updates and changes made in order to keep our patients and clinical staff safe, will be added here.
