Dorothy Height, called “the godmother of the Civil Rights Movement” by Barack Obama, was a key figure in some of the most groundbreaking developments of the 20th century. She joined the Harlem YWCA in 1937, where she would direct integration of its centers and establish its Center for Racial Justice in 1965. During her time at the YWCA, she began volunteering for the National Council of Negro Women, and became president of the organization in 1957.

Height played an instrumental role in organizing the 1963 March on Washington, and would go on to help found the National Women’s Political Caucus in 1971. Height was awarded the Presidential Medal of Freedom in 1994 and the Congressional Gold Medal in 2004.

HCBS provides for supports and services beyond those covered by the Medical Assistance (also referred to as Medicaid) program that enable a person to remain in a community setting rather than being admitted to a Long Term Care Facility. Currently the Department of Human Services administers 12 HCBS programs. Each HCBS program has its own eligibility requirements and services. Home and Community Based Services are also known as Waiver Funded Services or Waiver Programs. The name waiver comes from the fact that the federal government “waives” medical assistance rules for institutional care in order for Pennsylvania to use the funds for HCBS.​

The International Day for the Elimination of Racial Discrimination is observed annually on the day the police in Sharpeville, South Africa, opened fire and killed 69 people at a peaceful demonstration against apartheid "pass laws" in 1960.

In 1979, the General Assembly adopted a programme of activities to be undertaken during the second half of the Decade for Action to Combat Racism and Racial Discrimination.

On that occasion, the General Assembly decided that a week of solidarity with the peoples struggling against racism and racial discrimination, beginning on 21 March, would be organized annually in all States. Since then, the apartheid system in South Africa has been dismantled. Racist laws and practices have been abolished in many countries, and we have built an international framework for fighting racism, guided by the International Convention on the Elimination of Racial Discrimination. The Convention is now nearing universal ratification, yet still, in all regions, too many individuals, communities and societies suffer from the injustice and stigma that racism brings.

For home- and community-based services (HCBS), an individual is income-eligible if gross monthly income is within 300 percent of the Federal Benefit Rate (FBR). A gross monthly income of $2,313 (2019) or less is considered income-eligible.

An individual is resource-eligible if total countable resources are at or below $2,000, after a $6,000 standard automatic disregard from the total countable resources of the applicant.

Examples of countable resources include assets such as cash (including checking and savings accounts), stocks, bonds, investments, and retirement plan assets
