Homeless Advocacy Project HAP is a nonprofit organization providing free legal services to reduce homelessness in Philadelphia

Established in 1990, HAP is the only legal services organization dedicated to providing direct civil legal services to individuals and families experiencing homelessness in Philadelphia. HAP also advocates for the needs of the City’s homeless population, promoting positive changes in policies that impact those needs.

HAP wishes to thank Edan L. who used the last of his 2025 HSA funds to purchase menstrual products for clients who visit our office and dropped off his donation last week. He heard about Homeless Advocacy Project from friend Paralegal Faye Chevalier, pictured right holding a bag full of menstrual pads and tampons. These necessary health items can be difficult to come by when experiencing homelessness. We’re grateful to Edan for his thoughtfulness, and to Faye for spreading the good word about HAP!

The Office of Homeless Services has published Citywide and Kensington figures of Sheltered and Unsheltered individuals in the Philadelphia 2025 Point-In-Time Count Summary; results can be viewed here (https://ow.ly/zaOW50XU4xs). Though more data will follow, the overwhelming takeaway from available numbers is that the crisis of homelessness is growing.

Members of Homeless Advocacy Project (HAP) staff served as volunteers for this year’s Point-in-Time Count. The 2025 Count was held on January 22nd, and is a quantitative survey of people in Philadelphia who meet the criteria of experiencing homelessness: individuals who lack a fixed, regular, and adequate nighttime residence.

The 2024 Sheltered Point-In-Time Count identified 4,215 persons in Emergency Shelter, Safe Haven, or Transitional Housing programs. In 2025, that figure reached 4,338, or a 3% increase. The 2024 Unsheltered Point-In-Time Count identified 976 persons living in public or private places not designed for or ordinarily used as a regular sleeping accommodation for humans. In 2025, the figure representing unsheltered individuals rose to 1,178, or a 21% increase.

HAP staff recognizes that these figures represent real clients and the increasing need for our services. We anticipate the release of the full 2025 Point-In-Time Count Summary and learning in greater detail about the marked increase in people experiencing homelessness. HAP staff will share those results when published, and how our work, both direct service and advocacy, reduces the growing problem of homelessness.

HAP would like to welcome Alexandra Ravano to the team! Alex is our new Administrative and Intake Specialist, which is a role where she can speak with clients both on the phone and in-person at our clinics. She provides information and referrals to our legal team across a wide array of issues. In addition, she also processes referrals for out-of-state birth certificates. Alex graduated from George Washington University with a bachelor’s degree in International Affairs, and prior to starting at HAP, she served in Fulbright Hungary’s Roma Student Initiative as an English Teaching Assistant. Alex says of her time at HAP, “So far I’ve enjoyed the opportunity to connect with clients and help in any way I can.”

We wish to thank the community for its role in Homeless Persons Memorial Day, including Faye Chevalier and Andrew Feigenbaum, HAP staffers who helped organize the event. It was a meaningful opportunity to connect with other compassionate individuals to mourn those lost this year.

Faye said of the event, “I try to attend HPMD each year because it is a firm reminder that access to safe and stable housing can be quite literally a life or death scenario, and to honor the lives of my clients who passed away.”
