Welcome to Allied Trades Assistance Program

ATAP is a non-profit, IRS approved, Pennsylvania corporation, created by Philadelphia Trade Unions to contain costs and promote improved service delivery for drug and alcohol abuse, mental health concerns and related issues to union members, retirees and dependents. The programs and policies of ATAP are formulated by a Board of Directors composed of union leaders, contractors and management concerned with cost and quality of drug and alcohol treatment and related problems. The staff of ATAP is directly responsive to the specific needs to eligible union members, their dependents and retirees in providing personal, confidential and appropriate referral and follow-up services. In effect, ATAP is a program of unions, for unions and by unions. The problems of substance abuse and mental illness affect every level of society. As pressures of everyday living have increased, so have the number of people with substance abuse and mental health problems and the cost of treatment. ATAP was created to address the needs of union members arising out of substance abuse and mental health issues as well as related problems. Recognition, treatment, education and cost containment are the areas addressed by ATAP.

What Can Be Done
• Normalize Mental Health Conversations: Break the stigma by making mental health part of safety talks, toolbox meetings, and jobsite culture.
• Expand Access to Care: Advocate for more robust mental health benefits in union contracts and employer policies.
• Financial Support During Treatment: Support initiatives like the Jack Dempsey Unity Fund that help members stay in treatment without sacrificing their livelihood.
• Peer Support Networks: Train union members to recognize signs of distress and offer peer-to-peer support.
• Policy Advocacy: Push for legislation that protects workers’ benefits during mental health or substance use treatment.

The construction industry’s tragic distinction as one of the leading industries in death by overdose and su***de demands not just awareness—but action. If these deaths were caused by falls or electrocution, the response would be swift and well-funded. Mental health and substance use deserve the same level of investment and urgency.
The Allied Trades Assistance Program is a model of what organized labor can achieve when it prioritizes mental health. ATAP is a union-built and union-driven program, leading the way by offering above industry standard EAP services while eliminating barriers to treatment.

ATAP would like to extend a sincere thank you to George Pegram and Plumbers Union Local 690 for their generous donation to the Jack Dempsey Fund. The Jack Dempsey fund was created to assist members in need either through scholarship funds for those who have lost benefits and need inpatient treatment or financial assistance to supplement income while in treatment.

We have shared our tears, our pain, memories of those we lost and the sorrows as we have buried our coworkers, our friends, and our families. We are a brotherhood and sisterhood that share an unbreakable bond, yet we are broken.
