HB1024 UPDATE

House Bill 1024, which amends Act 16, the Pa medical ma*****na law, is on the schedule for the full Senate to give final consideration to this bill today (Thursday).

The Senate session is scheduled to start at 10am (you can view a livestream of the proceedings – link on Pa Senate site). If HB 1024 passes it will be sent back to the House for concurrence. If the House passes it with no changes it will go to the Governor who can sign it into law.

Senator Sharif Street will be introducing two amendment to the bill today. One is to allow for funding of programs that currently cannot be funded until the initial loan to set up and administer the mmj program is paid off. This would include the “Patient Hardship Program”. The amendment essentially pays off the loan and allows for the programs to be set up and funded by the Department of Health. This really is a no-brainer: the funds are there to pay off the loan and fund the programs. It just moves up the timeline of when the DoH must implement the programs.

The second amendment is to allow home cultivation of up to five plants for mmj patients. If history is any indication of how the vote will go for this amendment, it will have difficulty passing.
