Woodland Hills EMS Woodland Hills EMS provides emergency medical service to the residents of Braddock Hills, Chalfant, Churchill, Forest Hills and Wilkins.

Woodland Hills EMS(WHEMS) is a independent 501(c)(3) based in Forest Hills, Pennsylvania. Utilizing two ALS medic units they provide emergency medical service to the communities of Braddock Hills, Chalfant, Churchill, Forest Hills and Wilkins. WHEMS was created when Rescue 8 and Rescue 1 merged in 2001. WHEMS only provides emergency service dispatched through Allegheny County 911 and does not offer any non-emergency transport.

Update : 911 services have been restored

Pennsylvania is experiencing a statewide intermittent 911 outage. Individuals experiencing issues are asked to contact their local 911 Center on their non-emergency telephone number.. For Allegheny County the non-emergency number is: (412) 473-3056.

The Allegheny County Department of Public Works announced that Penn Avenue Extension in Wilkins and Turtle Creek will close between Aliquippa Street and the Tri-Boro Expressway (Route 130) starting at 9 a.m. on Monday, July 7, 2025. The closure is expected to end in October 2025. It is required for construction of a retaining wall, pavement and sidewalk reconstruction, utility work, and guide rail replacement near Aliquippa Street.

Traffic will be detoured using Graham Boulevard, William Penn Highway, Beulah Road (Route 130), Brown Avenue (Route 130), and Tri-Boro Expressway (Route 130).

Residents living within the closure area will have access to the homes at all times.

Penn Avenue Extension is used by an average of 3,938 drivers daily.

A. Merante Contracting of West Mifflin is the primary construction contractor for the $463,000 project.

Message from Deputy Chief Brian McCaffrey
Passing of William E. Plunkett (1946-2025)

It is with a heavy heart that I announce the passing of Retired Chief of the Department and current Financial Officer to the Board of Directors, William E. Plunkett. Bill joined Baldwin E.M.S. in 1979 and was an influential leader throughout the region. With over 45 years of dedicated service to Baldwin E.M.S. Bill’s dedication and influence will live on in the lives he touched and the careers he mentored. We will carry on doing whatever it takes and treating everyone like family, just like you taught us. Rest easy Chief, we have the watch from here.

Funeral arrangements are still being made and will be forwarded on when available. I ask that you keep Bill’s family in your thoughts and prayers at this difficult time.

WHEMS sent representatives to Harrisburg to join in with other EMS companies to support HB 1152 put forth by PA State Rep. Jill Cooper for commercial insurances to pay fair reimbursement on calls and patient protection to cap out of pocket spending by patients for EMS calls. Thank you to all representatives that have signed on to help move this forward to ensure EMS will be there in the future.

We have received a few calls regarding local residents getting phone calls to sign up for our annual subscription program. Woodland Hills EMS does not call residents directly. We solicit membership to our subscription program through mailers. The first being sent out in February and the reminder mailer sent late May. Our subscription period runs from June 1 for the current year to May 31st of the following year. If you you have any questions regarding if you are a member or think you may have been a victim of this, please reach out to Chief Frank Mastandrea at 412-351-9111 or email at whems340@gmail.com.

This year, WHEMS has expanded our program to allow residents to sign up online and receive emails or text messages for future subscription events. Residents that wish to still get the mailed forms will still continue to receive them.

Special day for station 340! A heartwarming ceremony as EMS crews, dispatch, and police officers came together to meet the family of a cardiac arrest survivor, celebrating the life-saving teamwork that made it all possible.

On December 25th, 2024, PD and EMS responded to a cardiac arrest and within 18 minutes of CPR and ALS interventions, pulses returned. The patient was transported to UPMC Presbyterian, where their post cardiac arrest team provided excellent care, and the patient was discharged weeks later.

It's always a great reminder! Learning CPR can truly make a difference in emergencies. You never know when you might be in a situation where your skills could save someone's life. If you haven't already, it could be worth finding a class in your area to get certified.
