ILCSEMO is a not for profit serving individuals with disablitles through four core services- Advocacy, Information and Referral, Peer Support and Skills Training. ILCSEMO offers two programs that assist individuals with disabilties to remain in their homes with supportive services- Consumer Directed Services and the In Home Services . 🎆 Independence Day Hours Update 🎆

We will be closing early for the remainder of the week on Wednesday, July 2nd at 1:30 PM to give our team time to enjoy the holiday with their loved ones. We will resume normal business hours on Monday 7/7/25.

Happy 4th of July from all of us! We hope you have a safe and joyful celebration filled with fun, family, and fireworks.

Action Alert: Tell Your Senators to Vote NO on the Budget Bill

The Senate is expected to vote as early as tomorrow on the so-called “One Big Beautiful Bill.” This legislation includes sweeping policy changes that will result in massive Medicaid cuts that threaten the lives and independence of people with disabilities.

What’s at Stake?

The Senate version of the bill is in many ways worse than the version passed by the House. The Senate bill:

• Slashes Medicaid provider tax allowances, which will cut funding to state Medicaid programs.
• Expands work reporting requirements, including for people with teenage dependents. There is still no clear understanding of how an exception for people with disabilities would be implemented or enforced. The inevitable result will be loss of benefits for many disabled people.

The policy changes will result in cuts to Medicaid home and community-based services (HCBS) over time.

It is estimated that this bill will cause approximately 16 million people to lose access to healthcare. That will include many people with disabilities and will result in increasing institutionalization.

Act Now!

If your CIL has funding for direct lobbying, or if you are taking action as an individual:

• Call, email, or meet with your U.S. Senators today.
• Tell them: VOTE NO on the Senate budget bill.
• Share how Medicaid supports independence and how cuts will impact consumers.

Education Points:

• Medicaid is not just healthcare. It funds services that allow people with disabilities to live in their own homes, go to work, and be part of their communities.
• Work requirements hurt people with disabilities. Many individuals who qualify for Medicaid may not meet narrow disability definitions but still need services.
• Provider tax limits reduce state flexibility. These caps mean states will have fewer resources to fund essential Medicaid services.
• Institutionalization costs more. Cutting HCBS and forcing people into nursing facilities is more expensive and undermines our civil rights.

Disability is not a partisan issue. Cutting essential services puts lives at risk and sets back decades of progress toward equality and inclusion.

Your Senator needs to hear the real-life consequences of a “yes” vote.
