The Oregon Medical Association is deeply concerned about the impact on Oregonians' health care after the passage of H.R. 1. Dependable access to health care is critical for achieving better health outcomes. Any cuts to the Medicaid program will result in more Oregonians left uninsured or underinsured. This causes individuals to delay their health care needs, leading to more serious chronic conditions and increased costs to the health care system. This floods the capacity of the system with cases that might have been headed off with better access to preventative care. We will continue to actively review and monitor the implications of H.R. 1 to provide Oregon physicians and PAs with tools and resources to continue to provide high-quality care, especially for Oregon's most vulnerable patients.

The Governor has signed an Executive Order implementing cell phone-free classrooms across the state – a significant move aimed at supporting student wellbeing. There is growing concern that excessive cell phone use, and more specifically, social media use, is linked to adverse impacts on mental health, particularly in younger students. Numerous studies show that the use of social media is associated with increased risks of depression, anxiety, and psychological distress. The U.S. Surgeon General's 2023 Advisory on Social Media and Youth Mental Health identified this as an urgent public health issue requiring immediate attention and action. Research supports the benefits of cell phone-free classrooms which can improve academic performance, reduce distractions, and enhance student mental health outcomes.
