Born July 3, 1937 in Brigham City, Utah, to H. Eugene and Elva Allen Perry, Devern grew up on a farm in Perry, Utah except for his junior year of high school when he lived in Grand Junction, Colorado. He graduated from Box Elder High School in May, 1954.
