Can the ROAD to Housing Act Actually Improve Affordability?

Housing affordability remains one of the biggest barriers for today’s buyers — and lawmakers are finally paying attention.

The proposed 21st Century ROAD to Housing Act is designed to tackle affordability by focusing on one of the biggest root problems in housing: lack of supply. The bill includes several ideas that could help create more attainable housing options, especially for first-time buyers and working families. 

Some of the most notable proposals include:
• Encouraging office-to-housing conversions
• Expanding support for manufactured and modular homes
• Making it easier to build ADUs (accessory dwelling units)
• Improving access to small-dollar mortgages
• Incentivizing cities and counties to reduce zoning and permitting barriers
• Adding a $200 million annual grant program to reward local housing production and regulatory reform 

What stands out most is that this bill recognizes a major truth: housing affordability won’t be solved by rates alone. We need more inventory, more flexible housing options, and fewer roadblocks to building. 

That said, this isn’t a quick fix.

Many of the bill’s provisions would take time to implement, and some likely wouldn’t impact the market until 2027 or later. So while it’s a step in the right direction, it’s not an overnight solution for today’s buyers. 

My Take

If we want to improve affordability long-term, we have to stop treating this like only a mortgage-rate problem.
It’s also a housing supply, zoning, financing, and policy problem.

This bill may not solve everything — but it does push the conversation in the right direction.

In challenging, frustrating situations it's easy to get discouraged. So you must remind yourself that it's much better to get determined, motivated, and actively putting forth positive effort.

Not every qualified borrower fits inside a conventional lending box.

Some of the strongest clients on paper are:
• self-employed business owners
• high-net-worth buyers
• investors
• borrowers with significant assets but complex tax returns

And too often, traditional financing says “no” simply because the income doesn’t show up the “right” way on paper.

That’s where strategic lending matters.
