Rowell Family Empowerment of Northern California, Inc. Our mission is to empower people with diverse abilities and their families.

Thanks to our many grants and contracts we are able to offer services to children with diverse abilities, and their families throughout Northern California. The funding we receive allows us to offer a variety of services, depending on the county you live in. If you are the parent of a child with a disability, or special health need, there is no charge for our services.

The City Fair returns for another year of fun, education, and community connection on Saturday, October 11th, from 10 am to 1:30 pm! This year, the City Fair is being held in a new location: The Redding Civic Auditorium.

This FREE family-friendly event, held indoors, will be packed with seasonal activities, including games, goats, candy, prizes, decorated City trucks, information booths, interactive electrification demonstrations, a ride and drive event, a bounce house, face painting by Squishy Doodle, music, a magician, and more!

New excitement will come to this year’s City Fair by way of the following:

✨Turtle Bay Exploration Park Animal Ambassadors will be esteemed guests at this year’s City Fair.

✨ Redding Electric Utility will conduct an Induction Cooktop Demonstration for those who may be interested in learning about the technology.

✨Costumed characters will be there to interact with the community, take pictures, and make it an even more fun event! Look for Glinda and Elphaba from Wicked, Superman, Captain America, and more.

✨A Laser Tag Station, open to all ages, will provide an exciting opportunity for fun and movement at the Fair.

Most importantly, City staff will be on hand to answer questions and connect with the community.

“We’re excited to welcome everyone back for the second City Fair. Last year, City staff enjoyed sharing some of the work we do at the City in a more personal way. It was a great mix of fun, learning, and connection,” says Travis Menne, Director of Community Services.

Food and drinks will be available for purchase from local food truck vendors. Please bring cash in case the trucks are not able to accept credit card payments.

While you’re at the City Fair, don’t miss Kars & K-9s Car Show, an exciting new event hosted by the Redding Police Department from 10 am to 4 pm. The event, held in the parking lot of the Redding Civic Auditorium, includes a stunt bike lane, K9 demonstrations, and more.

If you're a clinician or therapist, you play a critical role in the safety conversation.

Right now, we're losing an average of seven autistic children per month in the U.S. following wandering/elopement, mainly due to drowning.

Children with autism are 160 times more likely to die from drowning than their neurotypical peers (Columbia University, 2017). In 2024, 91% of autism-related wandering deaths were caused by drowning (NAA).

You have the power to start early conversations that educate families about the wandering/water risk, even before a diagnosis.

Be sure to encourage a multi-layered safety approach that includes Home Security, Door/window Alarms, Fencing, Locative Devices, as well as Swimming Lessons and Emergency Plans with neighbors, teachers, and relatives.

Extra hyper-vigilant supervision is crucial, especially during transitions, vacations, outdoor activities, and parties.

Encourage them to use Google Maps to identify nearby bodies of water and remind families: If a child with autism goes missing, call 911 and search nearby water first.
