Earlier today, the Senate majority released The Better Care Reconciliation Act – the Senate version of a healthcare plan to repeal and replace the Affordable Care Act. Although the Senate majority had stated they were unhappy with the House of Representatives’ American Health Care Act (AHCA), the recently released Better Care Reconciliation Act is very similar in its negative impact on mental health care. Like in the AHCA, the Better Care Reconciliation Act provides that States could allow insurers to totally remove or alter what must be included in basic insurance coverage. This means the current “essential benefits” (which includes mental health care) would not be required as a part of all insurance plans. In addition, there is no requirement to cover mental health for Medi-Cal patients.
The Senate will likely vote on a bill next week. If a bill passes, select members from the House and Senate will meet in conference to agree on language for a final bill, which would then need to, again, pass the full House and Senate.
CAMFT will be preparing a grassroots campaign for members to contact federal legislators during the conference process and articulate why mental health care is essential and why mental health access and coverage for all Americans must be included in whatever healthcare plan moves forward.
