The following are questions that were not answered during the LIVE portion of the ACA Town Hall. Thanks for the answers from Kyle Zaidel of Van Vleet Insurance.
1. How does the new law affect a person on total disability? Assuming you have current coverage through a state or federal program then nothing will change.
2. Can people who already have insurance switch to one from the exchange? The short answer is yes as long as you are switching during the open enrollment period. The first open enrollment period will extend from 10/1-3/31.
3. Please tell us what the process will be. Where do we sign up, and who can answer our individual questions? You will be able to sign up for the public exchange through an insurance agent, a navigator, or through www.healthcare.gov. Insurance agents will have the extra option of also signing a person up through the private exchanges. Navigators will be able to look into Medicaid eligibility. I would recommend that anybody with questions regarding health insurance or reform ask a licensed health insurance agent.
4. What demographics are considered in setting premiums this year? Assuming the question is referring to individual health insurance policies effective 1/1/2014, age (3:1 ration), zip code, and to***co use (1.5:1). Which demographics will be reviewed in future years? Same as above.
5. If an unemployed spouse is covered under the working spouses insurance, does the unemployed spouse still need to obtain coverage individually? Assuming the spouse’s insurance is considered a qualified health plan per the ACA guidelines, the answer is no.
6. I heard if you have ever smoked rates are doubled. Just like the current system, it is up to the insurance companies to decide exactly what rating factor to use for to***co users. What the ACA did is cap the ratio at 1.5:1. The ACA also defines “to***co use” as the use of to***co an average of four or more times per week within the past 6 months, excluding to***co products used for religious or ceremonial purposes.
