The U.S. House Energy & Commerce Committee has been tasked with reducing federal spending by $880 billion on programs under its jurisdiction, including Medicaid, between 2025 – 2034. Medicaid makes up 93% ($8.2 trillion) of the Committee’s $8.8 trillion mandatory outlays for that period.

While the proposed Medicaid reforms are subject to change and are not yet law, they have raised concerns among both expansion and non-expansion states for the sustainability and affordability of their Medicaid programs.

John Dillon Harris led research efforts from the Center for Mississippi Health Policy and The Hilltop Institute at UMBC to examine how three proposed reforms may impact funding for Mississippi Medicaid: per capita caps, reducing provider tax limits, and altering or eliminating the expansion FMAP.
