Hope Cooperative has been providing mental health and supportive housing service for people with mental health challenges for nearly 40 years in Sacramento County. We provide a full array of services including intensive case management, permanent supportive housing, life skills education, psychiatric services, therapy, residential support services, opportunities for social connections and meaningf

ul activities and crisis intervention for over 6,600 people in our community. Many of our clients are homeless when they begin their Hope Cooperative journey. Our 215 dedicated and compassionate employees are committed to culturally sensitive services that support clients on their path to self-sufficiency. We provide interim and permanent supportive housing, and a variety of case management programs for people who are homeless, at risk for homelessness and have a severe and persistent mental illness. Founded in 1981 under the name TLCS, Hope Cooperative has grown to become a leader in providing new and innovative housing and supportive services to Sacramento's mental health community. Hope Cooperative owns or operates seven different residential facilities with over 240 beds. As a client-driven organization, Hope Cooperative is dedicated to the independence and empowerment of individuals with psychiatric and other disabilities. We work in partnerships that support recovery and expand choices. Hope Cooperative has created a range of exemplary housing options in this county. These housing options create a number of different programs, which creatively use diverse funding sources to maximize the number of housing options available in the community. Hope Cooperative was recognized as the 2015 Sacramento Housing Alliance Social Justice award winner, and is the 2019 Bank of America Neighborhood Builder. Our case managers work closely with each client to offer encouragement, support and specific skills to break the cycle of homelessness and engage the client with a variety of community supports. Cooling centers have been activated in Sacramento for the next couple days.

The Outreach and Engagement Center will open Friday, August 22 at 10AM until Sunday August 24th 8AM for a 24-hour cooling center.

Warren E. Thornton Youth Center on 4000 Branch Center Road will also be activated as a 24 hour cooling center from August 21st 1PM until August 25th 10AM.

The Housing Authority of the County of Sacramento will open the Project Based Voucher Elderly Housing Waiting List on Tuesday, June 24, 2025, at 7am. The waiting list will remain open until 1,000 applications have been received. Project Based Voucher Elderly Housing units are all one bedroom units mostly in high rise buildings located in downtown Sacramento. The properties have a site requirement of a minimum of 50 years of age or older. Pre-applications will be accepted online at sacwaitlist.com using any device with internet access (email address required). There is no charge to apply.

Our Story

Founded May 4, 1981, Hope Cooperative (aka TLCS, Inc.) is a leader in providing mental health and supportive housing services for people with mental health challenges in Sacramento County. We offer a full array of client support services, including intensive case management, interim and permanent supportive housing, residential support services, life skills education, psychiatric services, and crisis intervention, as well as meaningful activities and opportunities for social connection. Our programs serve nearly 6,000 clients each year who are homeless or at risk for homelessness, and who have a severe and persistent mental illness. Many of our clients are homeless and hopeless when they begin their Hope Cooperative journey and are now living successfully in a “forever” home.

As a client-driven organization, Hope Cooperative is dedicated to the independence and empowerment of individuals with psychiatric and other disabilities. Our case managers work closely with each client to offer encouragement, skills, and support to break the cycle of homelessness and ensure their long-term success. We own or operate seven different residential facilities with over 140 beds throughout Sacramento County. Through nearly a dozen programs, we work in partnerships that support recovery and expand choices for our clients. Our innovative approach and broad range of exemplary housing options earned us the 2015 Sacramento Housing Alliance Social Justice Award. Our dedicated and compassionate staff are committed to providing services that support these clients on their path to self-sufficiency.
