California Behavioral Health Association

California Behavioral Health Association A statewide non-profit association that supports and promotes behavioral health agencies through legislative advocacy.

Since its inception in 1985, CBHA has endeavored to provide agency executives with the support, assistance and camaraderie that can help make a difference in the often-difficult task of running a nonprofit mental health agency. In 1999, CBHA was instrumental in the design and implementation of a pioneering, three-county program that served homeless people, parolees and probationers with serious mental illness. Using aggressive outreach and a whatever-it-takes-approach to match services to client needs, these programs achieved significant clinical outcomes for those served and saved millions of dollars by reducing hospitalization and incarceration costs. The passage of Proposition 63, the Mental Health Services Act, in 2004 was CBHA's proudest moment.

CBHA proudly recognizes The Hume Center as one of the first three agencies to renew membership this year! 📢

Serving over 6,750 community members annually across the Bay Area, at The Hume Center, the belief is simple: it takes a community to heal a community. 🫶

🔹 Why CBHA? "CBHA represents the largest network of nonprofit behavioral health agencies in California, making it a key ally for organizations seeking to navigate complex regulations and enhance services. Our membership reflects our mission of Service For Humanity’s Sake and helps us advance the wellbeing of the communities we serve." - Joty Sikand, PsyD, President & Chief Executive Officer, Portia Bell Hume Behavioral Health and Training Center

CBHA applauds the Asian Law Caucus, along with a coalition of California nonprofit organizations, including CBHA, for filing a powerful amicus brief urging the Ninth Circuit to block the Trump administration’s attacks on sanctuary cities. These organizations underscore how the loss of federal funding would jeopardize essential behavioral services. This action reflects a bold commitment to justice and immigrant rights. CBHA stands in solidarity as a fellow advocate for community-centered, equitable policies

Today, CBHA celebrates the resilience and dedication of California’s farmworkers, whose hard work keeps our communities nourished and our tables full year-round. From their contributions in the fields to their cultural impact, farmworkers play a significant role in our state. At the same time, we recognize that farmworkers often face unique behavioral health challenges, including stress, trauma, and limited access to care. At CBHA, we are committed to advocating for equitable, culturally responsive behavioral health services so farmworkers and their families have the support they need to thrive. Stronger behavioral health systems means stronger communities. 💪

Today, we celebrate Women’s Equality Day, honoring the progress made and recognizing the work needed to continue fighting gender inequality. Women’s Equality Day is a call to action: to break barriers, amplify women’s voices, and ensure equal opportunities in every space, including access to behavioral health care.
At CBHA, we remain committed to advancing equity, so women across California can thrive with the resources and support they deserve. 💜

During today’s [Asm Sub 7] committee СВНА shared public comment on the severe budget impacts of H.R. 1 on California’s heath system.

Cuts towards the MCO tax, State Direct Payments, and the Hospital Quality Assurance Fee will leave large gaps in the Medi-Cal budget. This will take billions out of California’s health system, and behavior health providers will ultimately face the cuts.

Changing work requirements and frequent eligibility redetermination will lead to a rise in administrative costs and paperwork, while we continue to face a reduced budget for direct care.

Thank you to committee Chair and members for highlighting the budget impacts of H.R.1.
