ACNL is deeply disappointed by the Department of Education's Reimagining and Improving Student Education Committee proposal to exclude nursing from the definitions of professional degrees and restrict access to federal student loans.

You may read more about the proposal here:https://www.ed.gov/media/document/rise-2025-loan-limit-definitions-lily-112447.pdf

Nursing must be included in the definitions so that Federal funds can be appropriated to support nurses and their academic progression.

Under the DOE's proposed framework, post-baccalaureate nursing programs are not included in the “professional” category, which would restrict students to lower federal loan limits.

Nurses comprise the largest component of the healthcare workforce, are the primary providers of hospital patient care, deliver most of the nation's long-term care, and are in high demand in ambulatory settings[1].

ACNL supports registered nurses' academic progression to meet workforce demands in practice and academia, improving healthcare access and health outcomes. We strongly oppose the DOE proposal to omit nursing from its definition of professional degrees, which will jeopardize meeting this societal need.

Here are actions your professional organization encourages you to take:

1. Contact your Representative at https://www.house.gov/representatives/find-your-representative

2. Make your voice heard; consider signing the American Nurses Association petition: https://ana.quorum.us/campaign/professionaldegreepetition/

3. Use the AACN Take Action form letter to protect student loan access for nursing: https://www.aacnnursing.org/policy-advocacy/take-action
