Advocacy is often described as a long game, and that is true. But every so often, there is a moment that makes clear why sustained engagement matters. The House approval of H.R. 5663, the ACPAC Modernization Act, is one of those moments.

For years, ASTA has pushed for formal travel advisor representation on the Aviation Consumer Protection Advisory Committee at the U.S. Department of Transportation. This committee helps inform federal policymakers on issues that directly affect the air travel experience. Yet, travel advisors, despite being the largest single sellers of airline tickets, do not have a formal seat at the table. That gap has never made sense.

If enacted, this legislation would create a dedicated seat for ticket agents on ACPAC. Sure, that sounds procedural and possibly even bureaucratic, but it is much more consequential than that. It would mean that the professionals who help consumers navigate airline cancellations, schedule disruptions, rebookings, fare rules and a constantly changing air travel environment would finally have direct representation in the regulatory process. Advisors know where friction happens because they are the ones helping travelers through it every day.

📍 We’ll carry that momentum to Washington, D.C., April 20–21 for ASTA Legislative Day—where advisors turn real-world experience into real policy impact.

Major Win for Travel Advisors as House Advances ACPAC Representation Bill

ASTA welcomed House approval of H.R. 5663, the ACPAC Modernization Act, a key industry priority that brings travel advisors closer to formal representation on the Aviation Consumer Protection Advisory Committee (ACPAC) at the DOT.

The bill’s advancement with broad bipartisan support reflects growing recognition in Congress of the essential role travel advisors play in supporting consumers and shaping the modern travel marketplace.

If enacted, the legislation would create a dedicated seat for ticket agents on ACPAC, ensuring federal policymakers benefit from the perspective of professionals who assist travelers in navigating the complexities of air travel.

“Travel advisors are an integral part of the travel ecosystem, serving both as advocates for their clients and as key contributors to the broader marketplace,” said Zane Kerby, ASTA President and CEO. “We are grateful to Congresswoman Dina Titus for introducing and championing this important legislation. Today’s action brings us closer to ensuring advisors’ real-world expertise helps inform the policies that directly affect both travelers and the businesses that support them.”

With TSA agents calling out of work as the partial shutdown drags on and airport security lines lengthening, immigration agents were sent in to fill the gap on Monday. Travel industry observers aren't convinced this is the fix that was needed.
