We are calling on Cobalt Development to stop “prioritizing profit over the well-being of its workers and the community” by allowing subcontractors with a history of exploitation to work on the project.

The five-story Karrick complex, developed by Milwaukee-based Cobalt Partners, broke ground in October 2024. City leaders, including Mayor David Bogdala, have championed the project as a key piece of the Harbor District plan.

In total, the Cedar Crossing project is expected to support around 800 union construction jobs over the 18-month building process.

As part of that process, P2E has signed a project labor agreement cited by Mike Sadler, president of the Cedar Rapids & Iowa City Building Trades, in a recent interview.

“It’s basically a commitment to use all union labor on the project, and with that comes a promise from union labor to man the job and make sure it’s on time and on budget,” Sadler said. “It’s going to be big for local labor.”

It was a picture-perfect day for our annual Shotgun Tune-Up in Le Sueur, MN, and we couldn’t have asked for better weather or better company. From start to finish, the event was filled with great energy, friendly competition, and strong camaraderie.

North Central States Regional Council of Carpenters believes that the IBEW Local 265 has an obligation to the community to see that area labor standards are met for construction work on all of its projects, including any future work.

A Union Should Support Area Standards: Middle Class Wages and Benefits

The Carpenters are currently protesting the International Brotherhood of Electrical Workers (IBEW) Local 265 for not meeting area standards by hiring allowing a contractor that undercuts the wages and benefits of carpenters to perform work on their new training facility in Lincoln, NE. IBEW Local 265’s training center is being built, at least in part, by Sutter Construction Co. which does not meet area labor standards for all of their carpenter craft workers, including fully paying for family health benefits and retirement. The IBEW Local 265 should know first-hand the importance of meeting area standards and how this impacts the community.

On May 5, 2025, during a routine job check, Carpenters Union business representatives noticed a Kingery, a non-union contractor, trailer on the IBEW Local 265 jobsite. After speaking with the site superintendent and the IBEW Local 265 representative Tom Emerson, the Carpenters Union was told that all contractors had the opportunity to bid this job.

On May 6, Emerson was provided with a list of contractors that support our local area standards for carpenters and their scopes of work that were willing to bid on the IBEW training center project. He said he would take the list to the general contractor and ask him to get area standard contractor bids.

On May 22, we reached out to Emerson who acknowledged that out of the list of contractors he was provided that the general contractor reached out to only one.

On June 5, Emerson informed us that IBEW Local 265 decided to reject the area standard bid and instead would utilize employers that do not have a commitment to area standard middle-class wages, full family health care, and a pension.

The International Brotherhood of Electrical Workers (IBEW) Local 265 has made a choice to not support our local tradespeople and our local community, and try to justify its actions because of a jurisdictional dispute in St. Louis, Missouri.

North Central States Regional Council of Carpenters believes that the IBEW Local 265 has an obligation to the community to see that area labor standards are met for construction work on all of its projects, including any future work.

On all 28 of the North Central States Regional Council of Carpenters’ training centers and union offices across our six states, every hour of electrical work has been performed by employers who have contractually guaranteed area standard wages and benefits. That’s what a union should stand for.
